According to Article 4 of Circular 30/2012/TT-BKHCN, the general requirements for the nuclear power plant design in Vietnam are stipulated as follows:

- The design of the nuclear power plant and the items important to safety must ensure that safety functions can be performed with necessary reliability. The nuclear power plant must be safely operated within the operational limits and conditions throughout its intended lifetime, can be safely decommissioned, and impacts on the environment are minimized.

- The results of the deterministic safety analysis and the probabilistic safety analysis shall be examined to ensure that due consideration has been given to the prevention of accidents and, and to the mitigation of consequences of accidents that occur.

- The activity and volume of the generation of radioactive waste and discharges are kept to the minimum.

- The experience gained in the design, construction, and operation of other nuclear power plants, as well as the results of relevant research programs must be taken into account.

- When assessing the conformity of the design with the safety requirements prescribed in this Circular, the standards established by competent State agencies, the producers’ standards, and the applicable international standards shall apply.
