Notice When Signing a Scientific Research Contract with the Principal Investigator

Circular 37/2014/TT-BKHCN stipulates that the Fund's executive agency shall conduct agreements and sign research contracts (hereinafter referred to as contracts) with the principal investigator and the host organization according to the budget list approved by the Fund Management Council.

Specifically: the contract signing process should pay attention to the following contents:

- The contract is formulated according to the template prescribed in the Annex issued together with Circular 37 (Template NCCB05). If necessary, the Fund's executive agency organizes a site inspection of the organization and individuals presiding over the project before signing the contract.- Within 03 months from the time the Fund's executive agency sends the Sponsorship Notice, if the principal investigator and the host organization fail to complete the project proposal and the contract, the Fund's executive agency shall request the Fund Management Council to consider and decide to cancel the sponsorship for the project.- The contract serves as the legal basis during the implementation, inspection, and evaluation of the project and resolving any violations related to the project. The project proposal, after approval, and adjustment documents during implementation (if any) are inseparable parts of the contract.- During the contract implementation, if the contract content is expected to change, the host organization and the principal investigator are responsible for reporting in writing for the Fund's consideration and decision.
