Notes on Linking and Sharing Information from the Judicial Records Database

Recently, the Ministry of Justice signed and issued Circular 06/2013/TT-BTP guiding the management, usage, and exploitation of the judicial record database.

The National Judicial Record Center, the Department of Justice, is responsible for building, storing, and protecting the judicial record database at the National Judicial Record Center and the Department of Justice. The linkage and information sharing between the judicial record database and other related databases are conducted as guided in Article 6 of Circular 06/2013/TT-BTP as follows:

The National Judicial Record Center is responsible for researching and proposing the connection and information sharing between the judicial record database and other related specialized databases of the courts, the procuracies, the police, civil status management agencies, and civil judgment enforcement agencies.

The coordination in providing information between the judicial record database at the National Judicial Record Center, the Department of Justice, and the database management agencies on population, civil status, household registration, and identity cards is carried out in accordance with the provisions of Article 5, Article 16 of Decree 111/2010/ND-CP and Article 24 of Joint Circular 04/2012/TTLT-TANDTC-VKSNDTC-BCA-BQP dated May 10, 2012, guiding procedures; search, verification, exchange, and provision of judicial record information.

According to Circular 06, the National Judicial Record Center is responsible for leading and cooperating with the Information Technology Department to research technical solutions for exchanging, providing, and sharing information in electronic data form between the judicial record database and other related databases under the above regulations.
