Notes on Installing, Relocating, and Terminating ATM Operations

The installation, relocation, modification of operation time, and termination of ATM operation are guided by Circular No. 20/2016/TT-NHNN as follows:

- When installing an ATM, the payment service provider is responsible for ensuring the ATM location is convenient, has adequate necessary lighting, and is secure and safe for customers to conduct transactions; the electricity for the ATM room and for the ATM operation meets the national technical and electrical safety standards; the ATM has a backup power source or an automatic card return function to prevent customer card swallowing in case of sudden main power loss.- Within 10 working days prior to the implementation date of installation, relocation, modification of operation time, or termination of ATM operation, the payment service provider must notify in writing the local branch of the State Bank of Vietnam where the ATM is intended to be installed.- In cases of relocation of the ATM to a different province or city, the payment service provider must notify the termination of ATM operation at the old location and the installation of the ATM at the new location.- The payment service provider must update the information on the installation, relocation, modification of operation time, or termination of ATM operation in the ATM management system and on its official electronic information portal.- The payment service provider ensures to meet the requirements for ATM installation and physical safety as stipulated by the State Bank of Vietnam on safety and security for equipment serving bank card payments.
