Notes on Collaboration in Diagnosing and Detecting Tuberculosis

On January 15, 2013, Circular 02/2013/TT-NHNN was issued by the Ministry of Health, stipulating the coordination between healthcare facilities in tuberculosis management.

Healthcare facilities must actively collaborate in diagnosing and detecting tuberculosis in accordance with the law, with the contents and forms of collaboration guided in Article 5 of Circular 02/2013/TT-BYT, specifically detailed below:

- Healthcare facilities involved in tuberculosis diagnosis are responsible for diagnosing tuberculosis according to the Diagnosis, Treatment, and Prevention Guidelines for Tuberculosis issued under Decision 979/QD-BYT dated March 24, 2009, by the Minister of Health and the technical list approved by the competent authority in health.- Healthcare facilities that only participate in tuberculosis diagnosis are responsible for transferring tuberculosis patients to the healthcare facilities registered for tuberculosis treatment management.- The healthcare facility receiving tuberculosis patients for treatment is responsible for providing feedback on patient reception and handling results to the transferring facility.- The tuberculosis prevention programs at various levels are responsible for conducting training, technical support supervision, providing consumables, logs, and forms to tuberculosis diagnosis registration facilities according to the tuberculosis prevention program's activity plan.

For the collaboration in tuberculosis treatment management among healthcare facilities within the tuberculosis prevention network as per Decision 2357/QD-BYT, private healthcare facilities, and public health facilities not within the tuberculosis prevention network, this is carried out in accordance with Circular 02/2013/TT-BYT as follows:

- Healthcare facilities registered for tuberculosis treatment are responsible for receiving, managing, monitoring, and treating patients according to Decision 979/QD-BYT dated March 24, 2009, by the Minister of Health concerning the Diagnosis, Treatment, and Prevention Guidelines for Tuberculosis.- Tuberculosis prevention programs at various levels are responsible for conducting training, technical support supervision, providing medicines, consumables, logs, and forms to tuberculosis treatment registration facilities as stipulated.- Healthcare facilities registered for tuberculosis treatment are responsible for record-keeping, reporting, and subjecting themselves to technical support supervision by the tuberculosis prevention program.

Also according to Circular 02, healthcare facilities that meet the conditions for diagnosing and treating tuberculosis can register to perform both the diagnosis and treatment of tuberculosis as stipulated in Articles 5 and 6 and participate as a district-level tuberculosis prevention unit according to Decision 2357/QD-BYT dated July 5, 2011, by the Minister of Health concerning the Development Planning for the Tuberculosis and Lung Disease Prevention Network.
