Guidance 21-HD/BTCTW provides instructions on the annual review, assessment, and classification of quality for party organizations, party members, and collectives, as well as individual leaders and managers at all levels, issued on October 18, 2019.

This guidance clearly states that during the evaluation and classification of Party members' performance and Communist Party organizations, Party members who have taken a total sick leave of 3 months or more within a year will not be classified as "Meeting Performance Requirements" or higher. For Party members on maternity leave, the performance classification for the year will be based on the actual working period of that year.
Additionally, for Party members who are officials and public employees, the evaluation and classification of performance will be conducted after receiving the evaluation results of officials and public employees. For Party members who violated discipline at the previous Party organization but were disciplined and penalty enforced at the new Party organization, the infraction is to be considered in the evaluation result at the Party organization where the violation occurred.
Moreover, according to this guidance, in places with fewer than 5 Party organizations, 5 leadership and management collectives, 5 Party members, 5 leadership and management officials classified as "Meeting Performance Requirements," one Party organization, one leadership and management collective, one Party member, one leadership and management official will be selected as "Exceeding Performance Requirements" if conditions are met.
