Objects entitled to use the image of the Party flag in Vietnam 

Article 16 of Regulation 99-QD/TW stipulates on subjects using the image of the Party flag as follows:

Agencies, units, and organizations in the political system, including organizations and representative offices of Vietnam in foreign countries, are allowed to use images with the Party for decoration, printing, video recording, presentation, and other modern technologies and software applications to serve in the celebration of major holidays, historical events, political - social, propaganda, culture, and art.

Prohibited acts when using the image of the Party flag in Vietnam

Pursuant to Clause 5, Clause 6, Article 23 of Regulation 99-QD/TW, the prohibited acts when using the image of the Party flag include:

- Using and sharing distorted, insulting, or distorted images of the Party flag on the Internet, social networks, and other technology platforms.

- Using the image of the Party flag in video game software.

In addition, at Points a and b, Clause 1, Article 25 of Regulation 99-QD/TW defining the responsibilities of agencies, units, and localities, the Party Affairs Committee of the Ministry of Information and Communications is responsible for:

- Directing the inspection, supervision, and removal, and strictly handling the acts and subjects of posting and sharing images that distort or offend the Party flag on the Internet and social networks. Requesting service providers to remove information that distorts the image of the Party flag on the Internet and social networks.

- Directing and guiding publishers to review and edit images of the Party flag according to regulations.

* Use on the screen background (Led screen....) of the hall, stage when organizing events

Pursuant to Article 17 of Regulation 99-QD/TW stipulating that the image of the Party flag should be used at these positions in compliance with the principles and layout of the Party flag in Clause 1, Article 5, Chapter II of Regulation 99-QD/TW, ensure unity, dignified. Specifically:

In the hall, meeting room: the position and distance between the Party and Fatherland flags with the slogan "ĐẢNG CỘNG SẢN VIỆT NAM QUANG VINH MUÔN NĂM" in general must be balanced and harmonious with the space of the stage, specifically:

- Party flags, national flags on the left side of the platform (viewed from below). The statue of President Ho Chi Minh himself is on the right below the Party and Fatherland flags, looking in balance and harmony with the space.

- The crescent nail of the Party flag is equal to the top of the wing on the yellow star of the Fatherland flag.

- Party flags and national flags are decorated in a flying posture, ensuring harmony with the bust of President Ho Chi Minh and the space of the stage. In the case of decoration in the form of folded flags, one of the following forms shall be used: vertical flags, single diagonal flags, double diagonal flags or other forms that are appropriate, solemn, and aesthetically pleasing.

* Using the image of the Party flag at the headquarters of the Party's agencies and units at all levels

Article 18 of Regulation 99-QD/TW stipulates the use of the image of the Party flag at the headquarters of Party agencies and units at all levels, the image of the Party flag is printed, engraved, mounted, and embossed on the main side, on the top, in the central and most solemn position of the building, for easy recognition by everyone.

* Using the image of the Party flag on documents, papers, logos, publications

Pursuant to Article 19 of Regulation 99-QD/TW on the use of the image of the Party flag on documents, papers, logos, and publications, the image of the Party flag is printed and engraved in a solemn position, showing respect, in accordance with the nature and content of the following documents, papers, publications, and logos:

- Party membership cards, Party badges, medals, and certificates of merit of Party committees and organizations at all levels.

- Documents of Party committees and organizations at all levels.

- Cards of cadres and civil servants in Party agencies,

- Foreign affairs documents of the Communist Party of Vietnam.

- Letters, invitations, and envelopes of Party leaders dealing with foreign agencies.

- On diplomas, training certificates for Party work.

- On the logbook of activities of the branch and meetings of party organizations.

- Print and engrave on ballot boxes to elect delegates to party congresses at all levels; elect titles of Party agencies from the central to grassroots levels.

- Print on Party publications (books, newspapers, magazines, documents, and brochures) in both electronic and paper versions to perform political tasks of agencies and units.

- Printed on clothes, coat badges, briefcases, and logos of agencies and organizations.

* Using images of the Party flag in videos, clips, software, and through modern technological means

According to Article 20 of Regulation 99-QD/TW on the use of images of the Party flag in videos, clips, software, and through modern technological means, as follows:

- The Party flag is recorded in videos, clips, and slideshows serving the political tasks of agencies and units. The recording and presentation are absolutely guaranteed to be in accordance with regulations, without errors.

- The image of the Party flag is shown by LED, laser, and demonstration technology: 3D Mapping, 3D Scanning, virtual reality (VR), VR360, augmented reality (AR), augmented reality (XR), 3D Hologram projection technology... and other advanced and modern technologies for event organization and art performance when approved by the People's Committee of the same level.

- The image of the Party flag is used on the web portal, website and software serving the activities of agencies and units, ensuring political and solemnity.

* Using images of the Party flag on monuments, reliefs, clusters of propaganda models, decorated with flowers, human-made puzzles or other materials

Pursuant to Article 21 of Regulation 99-QD/TW stipulating the use of the image of the Party flag on monuments, reliefs, clusters of propaganda models, decorated with flowers, human figures, or other materials:

- The Party flag or the symbol "Hammer - Sickle" is carved and engraved on the monuments and reliefs (stylized creative forms can be used) in accordance with the space and meaning of the work.

- The Party flag is built on propaganda models, made of flowers, miniature flowers, or other materials on streets, gateway areas, welcome gates, places of events, places for cultural and artistic performances during Tet, major national holidays, party congresses at all levels, and other important socio-political events when approved by the People's Committee of the same level.

- The Party flag can be folded with people, or other materials and means, expressing faith in the Party, love for the homeland and country.

* Using the image of the Party flag in other cases

In Article 22 of Regulation 99-QD/TW, mentioning the use of the image of the Party flag in other cases, using the image of the Party flag in socio-political activities, propaganda, art and culture, exhibitions, presentations... but ensuring the political, aesthetic, solemn, meaningful propaganda and be permitted by the People's Committee of the same level.
