The Central Council for National Defense and Security Education issued Plan 7/KH-HDGDQPANTW on February 22, 2023, providing for defense and security education in 2023.

1. Not to increase the number of colleges and universities eligible to have autonomy in the subject of National Education & Security in Vietnam

In the inspection work, the Central Council of National Defense and Security Education does not allow more colleges and universities to be autonomous in the subject of national defense and security education, in order to avoid disrupting the planning of the central system of national defense and security education.

The Ministry of Education and Training inspects the Departments of Education and Training's national defense and security work.

In addition, other contents in the inspection are as follows:

- The Central Council of Defense and Security Education inspects the work of Defense and Security Education for Military Region 3, Military Region 5, and the Defense and Security Education Councils of Military Region 5: Quang Ninh, Thai Binh, and Phu Yen;

- In inspecting the work of national defense and security education and security centers, the Standing Agency of the Central Committee for National Defense and Security shall assume primary responsibility and coordinate with the functional agencies of the Ministry of Education and Training, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam.

- The Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs of Vietnam shall inspect colleges and higher education institutions that are entitled to self-control in the subject of national defense and security education;

- Insisting on including schools that are not eligible for autonomy in the Center for National Education and Security's implementation of the association.

- For schools that are eligible for autonomy, they only allow autonomy for a period of not more than 5 years, then re-check, if not enough, they will put them into practice at the Center for Education and Training.

- Central committees, ministries, branches, and councils of defense and security education of military zones and localities shall inspect the work of defense and security education for agencies, organizations and units according to their competence.

2. The main tasks in the work of National Education & Security in Vietnam

- The Standing Agency of the Central Committee for Defense and Security coordinates with functional agencies under the Ministry of National Defense, the Ministry of Public Security, the Ministry of Education and Training, the Ministry of Labor, War Invalids, and Social Affairs, and functional agencies of related ministries and branches to advise and propose to leaders of ministries and branches ways to improve the quality of state management of security, education, and safety according to their competence.

- Reviewing, amending, supplementing, and promulgating legal documents; directing documents; and directing law enforcement and security work.

- Establishing the National Council's Standing Agency for National Defense and Security at all levels in a timely manner to ensure the correct number and composition in accordance with regulations; maintaining order while improving the quality and effectiveness of the Council's activities; and establishing the National Council's Standing Agency for National Defense and Security at all levels.

- At all levels, the Central Committees, Ministries, Branches, and Councils of National Defense and Security review, comprehend, and categorize the number of subjects subject to training in national defense and security knowledge in order to develop plans and organize training for subjects mandated by law.

- Promoting the organization of self-recognition and safety training classes for typical individuals and prestigious people in the residential community;

- Implementing a P&L update for subjects who have been leaders or managers for two consecutive terms without changing their titles or leadership allowances.

- The National Defense and Security Council of Military Region 7, Military Region 9, each military zone organizes 01 class of self-defense training and security for dignitaries and religious organizations of localities in the military zone.

- Educational institutions and centers of National Defense and Security shall implement the subject of National Defense and Security Education for pupils, students and trainees in accordance with the provisions of law.

- Ministries, central offices, and local branches continue to build Centers for National Defense and Security Education under their management, directing schools with Centers for National Defense and Security Education and schools with autonomy in the subject of national defense and security education to overcome shortcomings and limitations.

- Procurement of additional materials, models of learning materials, teaching equipment, teachers' uniforms, reinforcement of lecture halls, special-use classrooms, and training grounds are required for the subject of National Defense and Security under the current regulations.

- Completing and submitting to the Prime Minister for approval and implementation the national sectoral master plan for the system of regional and national security education centers for the period 2021-30, with a vision to 2050.

- Developing and disseminating textbooks and textbooks on national defense and security education in high schools, higher education institutions, and vocational education institutions.

- Examining, revising, and expanding the list of links between centers, colleges, and higher education institutions.

- In accordance with the law, disseminate national defense and security knowledge to the entire population; focus on disseminating defense and security knowledge to people in remote, border, and island areas, as well as workers in industrial zones.Combining the dissemination of national defense and security knowledge with the dissemination of knowledge on civil defense, natural disasters, and epidemic prevention.

- Continuing to carry out the project "Converting and disabling level 5 AK submachine guns; procurement of GDQPAN equipment and shooting equipment; production of student uniforms; purchase of teaching materials and equipment for the subject of National Defense and Security."
