Norms for Materials and Equipment in the Construction of Administrative Boundary Databases

Circular 55/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on December 08, 2017, specifying the standards for materials and equipment in the construction of the administrative boundaries database.

Accordingly, Circular 55 stipulates the norms for materials and equipment, including material usage norms, tool (instrument) usage norms, and equipment (machinery) usage norms. To be specific:

- Material usage norm: the necessary quantity of materials to produce one unit of product.- Tool usage norm: the time (shift) workers directly use tools to produce one unit of product.- Equipment usage norm: the time (shift) workers directly use the necessary equipment to produce one unit of product.

Simultaneously, Circular 55 also stipulates the duration for tool usage (depreciation time) and equipment usage (depreciation time) as the prescribed time for using tools and equipment in production activities under normal conditions, in accordance with the economic-technical parameters of the tools and equipment. In detail:

- Tool usage duration: determined by statistical methods; the unit is in months.- Equipment depreciation time: according to current regulations of the law.

Additionally, Circular 55 also stipulates the norms for tools as follows:

- Norms for small and auxiliary tools are calculated as 5% of the tool norm in the tool norm table.- Norms for minor materials and wastage are calculated as 8% of the material norm in the material norm table.
