Regarding this issue, LawNet would like to answer as follows:
On December 28, 2023, the Minister of Finance issued Circular 75/2023/TT-BTC providing guidance on managing training costs for international students from Laos and Cambodia (under Agreement) studying in Vietnam using Vietnam's aid capital.
Specifically, the initial allowance for international students from Laos and Cambodia (under the Agreement) studying in Vietnam using Vietnam's aid capital is prescribed as follows:
- International students for long-term training: 5,800,000 VND/person.
- International students for short-term training: 4,650,000 VND/person.
- International students in the national defense, security, and cipher sectors will be provided with additional military equipment: 100,000 VND/person/month.
The above support spending must comply with the following principles:
- Initial funding support is provided through training institutions to support international students.
- Initial necessary personal equipment support is provided once by the training facility to one international student for use throughout the course, including necessary items such as clothes, school bags, blankets, mosquito nets, and sinks,... In cases of loss or damage, international students will not be reissued.
- International students who have received initial personal support when coming to study Vietnamese for entrance exams and admission to other systems will not be supported with initial personal information when entering the official study system.

(1) Contents
- Regular expenses: include expenses for teaching and learning, including costs for translating and interpreting documents (if any); expenses for studying and field surveys for short-term training classes (if any); and spending on housing support for international students.
- Lump-sum expenses for the entire course: include expenses to support equipment for teaching, practice, and living equipment for international students staying in the dormitory; sightseeing expenses; expenses for preparing admission documents; expenses for summarizing, finishing the course, and defending the graduation thesis; Visa extension costs in case the visa duration is shorter than the course duration; Expenses for gifts and rewards for individuals and groups with high achievements in studying and training at training facilities; Expenses for welcoming and seeing off international students to and from Vietnam International Airport.
- Other expenses
Expenses for general medical examination at the beginning of the course; annual general medical examination expenses; spending on health insurance; additional support on the occasion of Vietnam's National Day and other countries' National Day; Vietnam's traditional Tet and other countries' traditional Tet; Expenses for other contents according to the reality of the short-term training system (not exceeding 5% of the short-term training system expense limit specified in Point b, Clause 2, Article 4 of Circular 75/2023/TT-BTC) include: visiting expenses and unexpected sickness benefits for international students; Expenses to support electricity, water, cultural exchanges, and sports for international students according to regulations.
(2) Expenditure norms
(i) Long-term training system: Not exceeding 3,350,000 VND/person/month.
(ii) Short-term training system: Not exceeding 7,150,000 VND/person/month.
(iii) Training facilities belonging to the defense, security, cipher, sports, culture and arts sectors are calculated to increase by 10% of the spending norm of the corresponding training system in (i) and (ii).
(iv) For each specific expenditure as prescribed in Clause 1 of this Article: Apply according to the prescribed expenditure norms of the training facility, ensuring compliance with the provisions of the law and that total expenses do not exceed the expenditure norms stated in (i), (ii), and (iii).
In case a training facility spends more than the prescribed spending limit, it must use its other legal financial sources to compensate.
