This is the content stipulated in Circular 31/2018/TT-BNNPTNT regulating forest boundary delineation.
According to Circular 31, the delineation of forest boundaries on the field is carried out as follows:
- For forests where boundaries have already been delineated on the field, no re-delineation of forest boundaries shall be conducted.- In cases where the forest boundaries have not been delineated on the field or where there are changes in forest boundaries, the following sequence of boundary delineation shall be conducted:- Collect documents and maps;- Describe the boundary delineation line on the forest boundary delineation map;- Identify marker and signboard positions in the field according to the marker and signboard position diagram on the forest boundary delineation map;- Install markers and signboards in the field.
Note: For disputed areas where no agreement can be reached between forest owners, the Department of Agriculture and Rural Development shall preside over the preparation of records for each specific case; collate and report to the Provincial People's Committee for resolution. After the disputed area has been resolved, the delineation of forest boundaries shall be carried out.
Refer to the implementing entity delineated in Circular 31/2018/TT-BNNPTNT, effective from January 1, 2019.
