On October 10, 2024, the Central Executive Committee issued Decision 190-QD/TW regarding the Election Regulations in the Communist Party, including the process for electing the new Secretariat in Vietnam to be applied from October 10, 2024.
In Article 8 of the Regulations issued together with Decision 190-QD/TW, the regulations on the vote counting committee in Vietnam are stipulated as follows:
(1) The vote counting committee is an electoral assisting body of the congress introduced by the presidium, congress president, and approved by the congress. The vote counting committee consists of some official participants in the delegate congress or some official party members in the member congress not listed in the election list.
The number, list of members, and head of the vote counting committee at various levels of the congress are selected and introduced by the presidium and congress president; the congress will vote to approve.
The head of the vote counting committee directs the activities of the committee, assigns duties to members, and is responsible to the presidium, congress president for the committee’s activities.
(2) The vote counting committee is tasked to:
- Guide the voting methods, check, seal the ballot boxes, directly distribute ballots to delegates (or per delegate group), count issued ballots and ballots collected, report to the congress, and conduct the vote counting.
- Review and conclude on invalid ballots and complaints regarding the election in the congress.
- Prepare a vote counting report to the presidium and congress president, announce the election results; sign the election report, seal the ballots, and hand over to the congress presidium for storage by the new term executive committee as per regulations.
If computerized vote counting is used, the vote counting committee may employ some technical staff who are not congress delegates. Technical staff serving the vote counting are directly managed and supervised by the vote counting committee.
- Except for the vote counting committee and technical staff performing the vote counting tasks, no one else is allowed in the area where the vote counting committee is working.
* Secret ballot applies in the following cases:
- Election of the executive committee of the party committee, cell (abbreviated as the level executive committee); election of the Central Executive Committee of the Communist Party.
- Election of the standing committee, secretary, deputy secretary of the executive committee.
- Election of the Politburo, General Secretary, Secretariat.
- Election of the inspection committee, chairman, deputy chairman of the inspection committee.
- Election of delegates to the higher level party committee congress.
- Taking opinion polls on candidates to be included in the election list.
- Introducing party members to run for leadership positions in the State, Fatherland Front, political-social organizations, and mass associations as tasked by the Communist Party and State.
* Voting by raising hands (using party membership cards to vote) applies in the following cases:
- Election of executive bodies and assisting bodies of the congress, conference (congress presidium, secretary group, congress secretary, conference president, credentials verification committee, vote counting committee).
- Approving the number and list of candidates.

Elections in the Communist Party are conducted based on the principles of democratic centralism; equality, directness, and majority rule. The election results from the cell level to the party committees under the Central Committee must be ratified by the authorized executive committee as per the regulations.
