On October 18, 2024, the Minister of the Ministry of Home Affairs of Vietnam issued Circular 11/2024/TT-BNV, which defines the establishment and management of administrative boundary records, including regulations on the components of the administrative boundary records in Vietnam.

Newest regulations on the components of administrative boundary records in Vietnam

Specifically, Circular 11/2024/TT-BNV stipulates the establishment and management of administrative boundary records for provinces and centrally-affiliated cities (referred to as provincial level); districts, urban districts, district-level towns, cities under provinces, and cities under centrally-affiliated cities (referred to as district level); communes, wards, commune-level towns (referred to as commune level).

In terms of the components of the administrative boundary record, Clause 5, Article 3 of Circular 11/2024/TT-BNV provides as follows:

(1) Boundary files for commune-level administrative units include:

- Map of commune-level administrative boundaries.

- Confirmation of the position diagram of boundary markers of commune-level, district-level, and provincial-level administrative units on the boundary line of the commune-level administrative unit.

- Confirmation of coordinates of boundary markers of provincial-level, district-level, and commune-level administrative units on the boundary line of the commune-level administrative unit.

- Table of coordinates of distinctive points on the boundary line of the commune-level administrative unit.

- Description of the general situation of the commune-level administrative boundary.

- Minutes of confirmation of the description of the commune-level administrative boundary line.

- Statistical form of geographical names (population, hydrology, topography).

- Transfer minutes of administrative boundary markers at all levels.

- Copy of a document from a competent authority regarding the establishment, dissolution, merger, division, or adjustment of commune-level administrative boundaries or a document regarding the determination of the commune-level administrative boundary.

(2) Boundary files for district-level administrative units include:

- Map of district-level administrative boundaries.

- Confirmation of the position diagram of boundary markers of district-level and provincial-level administrative units on the boundary line of the district-level administrative unit.

- Table of coordinates of boundary markers of district-level, provincial-level, and distinctive points on the boundary line of the district-level administrative unit.

- Description of the general situation of the district-level administrative boundary.

- Confirmation of the description of the district-level administrative boundary line.

- Copy of a document from a competent authority regarding the establishment, dissolution, merger, division, or adjustment of district-level administrative boundaries or a document regarding the determination of the district-level administrative boundary.

(3) Boundary files for provincial-level administrative units include:

- Map of provincial-level administrative boundaries.

- Confirmation of the position diagram of boundary markers of provincial-level administrative units on the boundary line of the provincial-level administrative unit.

- Table of coordinates of boundary markers of provincial-level units and distinctive points on the boundary line of the provincial-level administrative unit.

- Description of the general situation of the provincial-level administrative boundary.

- Confirmation of the description of the provincial-level administrative boundary line.

- Copy of a document from a competent authority regarding the establishment, dissolution, merger, division, or adjustment of provincial-level administrative boundaries or a document regarding the determination of the provincial-level administrative boundary.

Regulations on completing administrative boundary records in Vietnam

- Based on the original field map of the administrative boundary, which has been signed and confirmed by the People's Committee of the involved administrative units, the provincial People's Committee shall organize the completion of administrative boundary records as prescribed in this Circular and the regulations of the law on techniques for defining administrative boundary lines, marking boundary points, and establishing boundary files at all levels.

- Reproducing and signing the confirmation of administrative boundary records

After the administrative boundary records at all levels are completed, the provincial People's Committee shall organize the reproduction of the required number of copies and sign confirmations as follows:

+ Boundary files for commune-level administrative units consist of 05 sets; the commune-level People's Committee signs, and the district-level People's Committee signs the confirmation. For the position diagram confirmation of district-level administrative boundary markers on the boundary line of the commune-level administrative unit, the district-level People's Committee signs, and the provincial People's Committee signs the confirmation; for the position diagram confirmation of provincial-level administrative boundary markers on the boundary line of the commune-level administrative unit, the provincial People's Committee signs.

+ Boundary files for district-level administrative units consist of 04 sets; the district-level People's Committee signs, and the provincial People's Committee signs the confirmation.

+ Boundary files for provincial-level administrative units consist of 03 sets, which are signed by the provincial People's Committee.
