On August 19, 2024, the Minister of Information and Communications of Vietnam issued Decision 1386/QD-BTTTT stipulating the functions, tasks, powers, and organizational structure of the Central Postal Department.

Position and function of the Central Postal Department in Vietnam

The Central Postal Department is a special communication unit under the Ministry of Information and Communications, performing the function of advising and assisting the Minister in state management and organizing the implementation of laws on ensuring communication for the leaders of the Communist Party and State in confidential and emergency directorial and operational tasks; serving communication for the agencies of the Communist Party, State, and other related agencies and organizations (hereinafter referred to as the Communist Party, State agencies).

The Central Postal Department has legal status, its own seal, and accounts for transactions according to the regulations of the law, with its main office located in Hanoi city.

Tasks and Powers of the Central Postal Department in Vietnam 

(1) Advising and assisting the Minister in performing state management tasks

- Leading the construction and submission to the Minister for issuance or for the Minister to submit to the competent authorities for issuance of legal documents on the postal network serving the Communist Party and State agencies, the Special Communication Network, the specialized data transmission network, the special telephone network, and other information networks serving the Communist Party and State agencies (hereinafter referred to as information networks serving the Communist Party and State).

- Leading and participating in the construction and submission to the Minister for issuance or for the Minister to submit to the competent authorities for issuance of strategies, plans, programs, projects, schemes, and solutions for organizing the operation of information networks serving the Communist Party and State.

- Participating in the construction of technical regulations, economic-technical norms for information networks serving the Communist Party and State.

(2) Directly organizing the implementation of state management tasks and ensuring communication serving the leaders of the Communist Party and State

(2.1) Organizing the implementation, guidance, inspection, and supervision of the implementation of legal documents, plans, programs, projects on information networks serving the Communist Party and State.

(2.2) Communication service activities

- Investing, constructing, managing, operating, and exploiting dedicated information networks serving the Communist Party and State agencies, ensuring safety, confidentiality, high resilience, and uninterrupted service in all situations.

- Directly serving communication for the leaders of the Communist Party and State and specified subjects in confidential and emergency directorial and operational tasks.

- Leading the construction, coordination, and organization of communication services for major and important events of the Communist Party and State as assigned.

- Leading, cooperating with designated postal and telecommunications enterprises and related units to ensure connectivity, safety, and security in providing services to the Communist Party, State agencies.

- Managing, deploying, and using cryptographic products and security solutions provided by the Government Cipher Committee for information networks of the Central Postal Department serving the Communist Party and State according to the regulations of the law on cipher.

- Coordinating in directorial and operational tasks of the Government of Vietnam, the National Committee for Disaster Prevention and Control, and the Ministry of Information and Communications in disaster prevention and control.

- Leading the construction of plans for organizing and connecting information networks managed by the Central Postal Department to dedicated telecommunications networks serving national defense, security, and other information networks in emergency situations.

- Leading, cooperating with related units in training, guiding professional skills for organizations and individuals involved in information networks serving the Communist Party and State.

- Acting as the focal point for providing, installing terminal equipment, postal, telecommunications, and information technology services to the Central Office of the Communist Party, the Office of the National Assembly, the Office of the President, the Office of the Government of Vietnam, and ministries and central authorities as assigned.

- Deploying consulting, design, and installation activities; leading the implementation of projects integrating postal, telecommunications, and information technology systems for the Communist Party and State agencies.

- Implementing international cooperation in ensuring communication for the Communist Party and State agencies as assigned and decentralized by the Minister.

(2.3) On developing the electronic Government and digital Government of Vietnam

- Leading the deployment, management, and operation of the specialized data transmission network serving the Communist Party and State agencies in a unified, centralized, and consistent manner across four administrative levels, ensuring capacity and information security.

- Leading and cooperating in building and developing the digital Government infrastructure, foundational platforms serving the Communist Party and State; promoting the development of common applications and national digital platforms as assigned by the Minister.

- Cooperating in building and implementing programs, plans, and solutions to promote digital transformation for the Central Office of the Communist Party, the Office of the National Assembly, the Office of the President, and the Office of the Government of Vietnam.

(3) Performing internal management tasks

- Researching and applying science and technology in communication serving the Communist Party and State, and in the management activities of the Department; organizing the implementation of administrative reform tasks, applying information technology, and digital transformation for the Department’s activities according to the programs and plans of the Government of Vietnam and the Ministry of Information and Communications.

- Managing organizational structure, officials and public employees, workers; implementing policies on salaries and other policies for officials and public employees, workers within the Department’s management scope according to legal regulations and the Minister’s decentralization.

- Managing finances, assets, records, documents, and other resources assigned according to legal regulations and the Minister’s decentralization.

(4) Performing other tasks as stipulated by law or assigned by the Minister.
