According to Article 14 of Circular 08/2024/BTNMT, regulations on statistics and inspections of national defense land or security land are as follows:
- The statistics and inspections of national defense land or security land shall be presided over by the Ministry of National Defense and the Ministry of Public Security, in cooperation with the People's Committees at the provincial level.
- The People's Committees at the provincial level shall direct and guide subordinate People's Committees in collaborating with the Ministry of National Defense and the Ministry of Public Security to review and unify the locations and areas of national defense and security land in the locality.
- The statistics and inspections of national defense and security land shall be carried out according to the land types specified in point c, clause 3, Article 9 of the Land Law 2024; clause 3, Article 5 of Decree 102/2024/ND-CP and shall be aggregated into the form specified in point e, clause 1, Article 5 of Circular 08/2024/BTNMT.
- The results of statistics and inspections of national defense land or security land include reports and statistical forms as specified in point e, clause 1, Article 5 of Circular 08/2024/BTNMT.
- The Ministry of National Defense and the Ministry of Public Security shall send the results of the statistics and inspections of national defense land or security land nationwide to the Ministry of Natural Resources and Environment before March 31 of the following year for land statistics results; before June 30 of the following year for land inspections results.
- A topical land inspection is a detailed inspections of one or several land types specified in Article 9 of the Land Law 2024; Articles 4, 5, and 6 of Decree 102/2024/ND-CP; the types of land users specified in clause 3, Article 4 of Circular 08/2024/BTNMT; the types of entities assigned to manage land specified in clause 4, Article 4 of Circular 08/2024/BTNMT and other related contents as required by state land management from time to time.
- The content and activities of the topical land inspection shall be carried out according to decisions by the Minister of Natural Resources and Environment or decisions by the Chairperson of the People's Committees at the provincial level.
- Based on the decisions of the Minister of Natural Resources and Environment on the topical land inspection, the unit assigned to conduct the specialized inspections shall build and submit to the Minister of Natural Resources and Environment guidelines on indicators, forms, plans, procedures, and submission of topical land inspection results.
- Based on the decisions of the Chairperson of the People's Committees at the provincial level on topical land inspection, the unit assigned to conduct the specialized inspections shall build and submit to the Chairperson of the People's Committees at the provincial level guidelines on indicators, forms, plans, procedures, and submission of topical land inspection results.

- Preparation work:
+ Develop documents directing the People's Committees at the provincial level to conduct the land inspections;
+ Develop plans for implementing the land inspections and professional guidance documents (if any);
+ Organize professional training sessions for the People's Committees at the provincial level and related agencies;
+ Collect related documents, maps, and data during the land inspections period, national land use planning, and plans; previous land inspections results, annual land statistics during the nationwide land inspections period, and other related documents.
- Guide, inspect, and supervise the implementation of the land inspections nationwide.
- Receive the results of the national defense and security land inspections from the Ministry of National Defense and Ministry of Public Security; receive the land inspections results from the provincial levels and direct the correction and completion of data, reports on land inspections results (if any).
- Analyze and aggregate national land inspections data; prepare the forms specified in points a, b, c, d, and dd, clause 1, Article 5 of Circular 08/2024/BTNMT and prepare explanatory reports on current land use status as specified in clause 6, Article 10 of Circular 08/2024/BTNMT.
- Create current land use status maps, prepare explanatory reports on the national land use status map as specified in Articles 16, 17, 18, and 19 of Circular 08/2024/BTNMT.
- Prepare the national land inspections results report with the following main contents:
+ The organizational implementation of the national land inspections;
+ Analyze and evaluate the current land use status; analyze the reasons for land use changes between the land inspections year and the data of the two closest land inspections periods; the situation of unresolved administrative boundary disputes at the provincial level during the land inspections period (if any);
+ Propose measures to improve land management and use efficiency.
- Inspect and approve the national land inspections results.
- Finalize and report to the Prime Minister of Vietnam the national land inspections results.
- Print and publish the land inspections results as specified in clause 4 and point c, clause 5, Article 23 of Circular 08/2024/BTNMT.
