On July 19, 2024, the Ministry of Public Security of Vietnam issued Decision 5349/QD-BCA-C06 announcing new and amended administrative procedures in the field of eID and e-authentication under the jurisdiction of the Ministry of Public Security of Vietnam.

Procedure for issuing level-1 eID account for foreigners in Vietnam

Step 1: Foreigners use digital devices to download and install the National Identification Application (VNeID).

Step 2: Foreigners provide information as guided on the National Identification Application (VNeID).

Foreigners input information about their passport number or international travel document number, registered mobile subscription number, and email address (if any); and declare information as guided on the National Identification Application (VNeID).

Step 3: Foreigners capture their facial image using a digital device.

Step 4: Foreigners submit a request for issuing an eID account to the eID and e-authentication management agency through the National Identification Application (VNeID).

Step 5: The eID and e-authentication management agency checks, verifies the information of the foreigner requesting the eID account, and notifies the account registration result via the National Identification Application, registered mobile number, or email address.

Document reception time: 24 hours/day, every day of the week.

Regulations on Using eID Accounts in Vietnam

According to Article 9 Decree 69/2024/ND-CP on the use of eID accounts, other electronic transaction accounts created by agencies, organizations, and individuals are stipulated as follows:

- level-1 eID account of Vietnamese citizens and foreigners is used to access, exploit, and use information about eID and some features, utilities, applications of the eID and e-authentication system, information system connected and shared as per the law regulations.

- eID account level 02 of Vietnamese citizens is used to access, exploit, and use eID, other information beyond what is integrated into the eID shared, integrated, updated from national databases, specialized databases, and all features, utilities, applications of the eID and e-authentication system, information system connected and shared as per the law regulations.

- eID account level 02 of foreigners, and the eID accounts of agencies, organizations are used to access, exploit, and use information about eID and other information shared, integrated, updated from national databases, specialized databases, and all features, utilities, applications of the eID and e-authentication system, information system connected and shared as per the law regulations.

- eID holders use eID accounts to log in, authenticate, and use features, utilities on the national identification application, eID information page at dinhdanhdientu.gov.vn or vneid.gov.vn or other utilities on applications, software of agencies, organizations, and individuals connected to the eID and e-authentication system.

- eID accounts are used to carry out administrative procedures, public administrative services in the electronic environment, and other activities as required by the eID holder.

- Information about eID and integrated information on eID, eID accounts is of equal value to proving information or using, presenting documents containing such information in administrative procedures, public services, transactions, and other activities.

- Agencies, organizations, and individuals may create electronic transaction accounts pursuant to electronic transaction law to facilitate their transactions and activities, and are responsible for authentication, ensuring the accuracy of the accounts they create, and deciding the level and utilization value of each account level. Information for creating electronic transaction accounts must be provided by the account holder and consented to by agencies, organizations, and individuals for account creation.
