On August 30, 2024, the Government of Vietnam issued Decree 110/2024/ND-CP regarding social work in Vietnam.

Updated Regulation on Certificate of eligibility for social work practice in Vietnam from October 15, 2024

According to Article 38 of Decree 110/2024/ND-CP, the regulation on the Certificate of eligibility for social work practice in Vietnam is as follows:

- A social work practitioner is issued one Certificate of eligibility for social work practice in Vietnam.

- The issued registration certificate is valid nationwide and has an effective period of 5 years.

- The content of the Certificate of eligibility for social work practice in Vietnam includes the following basic information:

+ Full name; date, month, year of birth; nationality; personal identification number or identity card, passport number.

+ Content of social work practice.

+ Validity period of the Certificate of eligibility for social work practice in Vietnam.

+ Status of the Certificate of eligibility for social work practice in Vietnam (newly issued, reissued).

- The sample of the Certificate of eligibility for social work practice in Vietnam follows Form No. 06 in the Appendix issued with Decree 110/2024/ND-CP.

Newest regulations on procedures for issuance of Certificate of eligibility for social work practice in Vietnam

At Article 41 of Decree 110/2024/ND-CP, the procedure for issuing a Certificate of eligibility for social work practice in Vietnam is regulated as follows:

- The applicant for the Certificate of eligibility for social work practice in Vietnam submits one dossier directly or online according to the regulation at Article 40 of Decree 110/2024/ND-CP to the competent authority.

- Within 7 working days from the date of receipt of a complete dossier as per regulation, the competent authority shall issue the Certificate of eligibility for social work practice in Vietnam; in case of invalid dossiers, a written response stating the reasons must be given within no more than 3 working days.

- The Department of Labor - Invalids and Social Affairs must announce and publicly disclose the list of social work practitioners on the electronic portal of the provincial People's Committee and the Department of Labor - Invalids and Social Affairs where the practice registration certificate is issued.

Guidance on Reissuing Certificate of eligibility for social work practice in Vietnam 2024

At Article 42 of Decree 110/2024/ND-CP, guidance on the reissuance of the Certificate of eligibility for social work practice in Vietnam 2024 is provided as follows:

* The Certificate of eligibility for social work practice in Vietnam is reissued in the following cases:

- The Certificate of eligibility for social work practice in Vietnam is lost or damaged.

- Changes or errors in information specified in points a, b, c of Clause 3, Article 38 of Decree 110/2024/ND-CP.

- The Certificate of eligibility for social work practice in Vietnam has expired as regulated in Clause 2, Article 38 of Decree 110/2024/ND-CP.

* Dossier for reissuing the Certificate of eligibility for social work practice in Vietnam

- Application for reissuing the Certificate of eligibility for social work practice in Vietnam following Form No. 08 in the Appendix issued with Decree 110/2024/ND-CP.

- Original Certificate of eligibility for social work practice in Vietnam in cases of damage, change, or error in information.

- A copy of the diploma, certificate, certification appropriate to the content of the practice proposed for change in case of information change specified in point b, Clause 3, Article 38 of Decree 110/2024/ND-CP.

- Two color photos, 4 cm x 6 cm size, taken on a white background within no more than 6 months from the date of dossier submission.

- Certificate of social work knowledge update equivalent to 120 lessons within 5 years for cases at point c, Clause 1, Article 42 of Decree 110/2024/ND-CP.

* Procedure for reissuing the Certificate of eligibility for social work practice in Vietnam

- The applicant for the reissuance of the Certificate of eligibility for social work practice in Vietnam submits one dossier directly or online as per regulation at Clause 2, Article 42 of Decree 110/2024/ND-CP to the competent authority issuing the practice registration certificate.

- The social work practitioner must carry out the procedure for reissuing the practice registration certificate at least 15 working days before the expiry date of the practice registration certificate.

- Within 5 working days from the receipt of a complete dossier as per regulation, the competent authority issuing the Certificate of eligibility for social work practice in Vietnam must reissue the certificate; in the case of invalid dossiers, a response in writing stating the reasons must be given within no more than 2 working days.

From January 1, 2027, social work practitioners must have a Certificate of eligibility for social work practice in Vietnam according to the regulation in Decree 110/2024/ND-CP.
