1. Newest regulations on ensuring safety and confidentiality of land-related information and data in Vietnam

According to Article 57 of Decree 101/2024/ND-CP on the registration and issuance of land use rights certificates, the following regulations on ensuring safety and information security policies for land data are outlined:

- The national land information system must meet the safety requirements of information systems as prescribed by law on ensuring information system safety, at the level approved by competent authorities and other related laws.

- The Ministry of Natural Resources and Environment of Vietnam is the managing agency of the national land information system, responsible for directing, urging, and organizing the implementation of information security and safety measures at the prescribed level; annually directing the inspection, assessment, and rehearsal of incident responses for the system; directing training, fostering, disseminating, and raising awareness about information safety for system users.

- The specialized information technology unit within the Ministry of Natural Resources and Environment is tasked with advising, organizing the implementation, urging, inspecting, and supervising the information safety measures at the prescribed level for the system.

- The unit operating the national land information system is responsible for determining the level and implementing information safety measures at that level; creating dossiers and registering the national land information system in the list of important information systems for national security; periodically assessing the effectiveness of safety measures and proposing prompt adjustments; cooperating with relevant units and authorities in evaluating, monitoring, and responding to incidents as prescribed.

- The confidentiality regime for land information and data must be implemented according to the law on state secret protection. The list of state secrets related to land is stipulated in the Decision of the Prime Minister of the Government of Vietnam on issuing the list of state secrets in the field of natural resources and environment.

2. Regulations on Online Public Services for Land in Vietnam

- Online public services related to land are provided through the National Public Service Portal, the Public Service Portal of the Ministry of Natural Resources and Environment, and the provincial public service portals.

- The management agency of the Public Service Portal shall define and announce regulations on the identification and electronic authentication of entities participating in online public service transactions related to land on the Public Service Portal, in compliance with legal provisions on electronic identification and authentication.

- The Ministry of Natural Resources and Environment shall publicly announce the list of online public services for land, the level of full or partial online public service provision, so that agencies, organizations, and individuals are aware.

- Based on specific conditions of information technology infrastructure and the managed land database, the agency receiving applications and providing results for administrative procedures on land shall organize the reception and provision of results for administrative procedures in the electronic environment according to the regulations of the Government of Vietnam.

- The connection, data sharing, and electronic interoperability between agencies to resolve administrative procedures shall be implemented according to legal provisions on performing administrative procedures in the electronic environment and the law on implementing the single-window and interconnected single-window mechanisms.
