On October 18, 2024, the Minister of Home Affairs issued Circular 11/2024/TT-BNV stipulating the establishment and management of administrative boundary records in Vietnam.
According to Clause 5, Article 3 of Circular 11/2024/TT-BNV, the detailed contents in administrative boundary records in Vietnam include:
- For commune-level administrative boundary records:
+ Map of commune-level administrative boundaries.
+ Certificate of the location diagram of boundary markers of commune, district, and provincial administrative units on the boundary line of the commune-level administrative unit.
+ Certificate of coordinates of boundary markers of provincial, district, and commune administrative units on the boundary line of the commune-level administrative unit.
+ Table of coordinates of characteristic points on the boundary line of the commune-level administrative unit.
+ Description of the general situation of the commune-level administrative boundary.
+ Minutes of confirmation describing the boundary line of the commune-level administrative unit.
+ Statistical card of place names (population, hydrology, topography).
+ Minutes of handover of administrative boundary markers between levels.
+ Copy of the document from the competent authority regarding the establishment, dissolution, merger, division, or adjustment of the commune-level administrative boundary or document regarding the determination of the commune-level administrative boundary.
- For district-level administrative boundary records:
+ Map of district-level administrative boundaries.
+ Certificate of the location diagram of boundary markers of district and provincial administrative units on the boundary line of the district-level administrative unit.
+ Table of coordinates of boundary markers of district and provincial administrative units and characteristic points on the boundary line of the district-level administrative unit.
+ Description of the general situation of the district-level administrative boundary.
+ Certificate describing the boundary line of the district-level administrative unit.
+ Copy of the document from the competent authority regarding the establishment, dissolution, merger, division, or adjustment of the district-level administrative boundary or document regarding the determination of the district-level administrative boundary.
- For provincial-level administrative boundary records:
+ Map of provincial-level administrative boundaries.
+ Certificate of the location diagram of boundary markers of the provincial administrative unit on the boundary line of the provincial-level administrative unit.
+ Table of coordinates of boundary markers of the provincial administrative unit and characteristic points on the boundary line of the provincial-level administrative unit.
+ Description of the general situation of the provincial-level administrative boundary.
+ Certificate describing the boundary line of the provincial-level administrative unit.
+ Copy of the document from the competent authority regarding the establishment, dissolution, merger, division, or adjustment of the provincial-level administrative boundary or document regarding the determination of the provincial-level administrative boundary.
Additionally, the drawing of the original field maps of administrative boundaries is conducted in accordance with Clause 3, Article 3 of Circular 11/2024/TT-BNV as follows:
- Based on the results determining the administrative boundary, the location for installing boundary markers, and characteristic points on the administrative boundary, the provincial People's Committee organizes the mapping on the current national coordinate system topographic map and installs boundary markers in the field, measures coordination positions and heights of administrative boundary markers, diagram of boundary marker locations, completes the administrative boundary map, and signs off on the original field dossier.
- For administrative units with national borders, the provincial People's Committee bases on related legal documents concerning the national boundary to update the national boundary line in the administrative boundary records and ensures the administrative boundary is closed to the national border, obtaining opinions from the Ministry of Natural Resources and Environment before completing the original field administrative boundary map.
