Newest regulations on charges for replacing ID cards in Vietnam from October 21, 2024 are in accordance with the provisions of Circular 73/2024/TT-BTC.

On October 21, 2024, the Minister of Finance of Vietnam issued Circular 73/2024/TT-BTC prescribing the rates, exemptions, collection policies, and payment of charges for replacing and reissuing ID cards; therein stipulating the latest charges for replacing ID cards effective from October 21, 2024.

Newest regulations on charges for replacing ID cards in Vietnam from October 21, 2024

The latest charge rates for replacing ID cards in Vietnam from October 21, 2024, are as follows:

(1) Replacing a Citizen ID card to a National ID card as prescribed in Clause 3 Article 21 of Decree 70/2024/ND-CP, detailing certain articles and measures for implementing the ID Law: 30,000 VND/ID card;

(2) Replacing ID cards in cases stipulated in Clause 1 Article 24 of the ID Law: 50,000 VND/ID card;

Note:

- From October 21, 2024, to December 31, 2024, the charge for replacing ID cards will be 50% of the charge rates in (1) and (2), specifically:

+ Replacing a Citizen ID card to a National ID card as prescribed in Clause 3 Article 21 of Decree 70/2024/ND-CP: 15,000 VND/ID card;

+ Replacing ID cards in cases stipulated in Clause 1 Article 24 of the ID Law: 25,000 VND/ID card;

- From January 1, 2025, onward, the replacement charge for ID cards will revert to the rates specified in (1) and (2).

In cases where citizens apply for ID card replacement online, from January 1, 2025, to December 31, 2025, the replacement charge will be 50% of the rates in (1) and (2).

- From January 1, 2026, onward, charge rates as prescribed in (1) and (2) will be applied.

03 Cases of charge exemption for replacing ID cards in Vietnam from October 21, 2024

Citizens falling under the cases stipulated in Article 5 of Circular 73/2024/TT-BTC will be exempt from ID card replacement charges from October 21, 2024, specifically:

- Children as prescribed by the Child Law; elderly as per the Elderly Law; people with disabilities according to the Disability Law.

- Persons of merit and their relatives as prescribed by the Ordinance on Preferential Treatment of Persons of Merit.

- Ethnic minorities in areas with especially difficult socio-economic conditions; citizens residing in border communes; citizens residing in island districts; citizens from poor households as per the law.

Cases of replacing ID cards in Vietnam under the Law on Identification 2023

According to Clause 1 Article 24 of the Law on Identification 2023, cases of ID card replacement include:

- Vietnamese citizens who have been issued ID cards must renew ID cards at ages 14, 25, 40, and 60;

- Changes, corrections to surname, middle name, birth name; date, month, year of birth;

- Changes in appearance; updates to facial photo, fingerprint information; re-determination of gender or gender transition as prescribed by law;

- Mistakes in information printing on the ID card;

- At the request of the cardholder when information on the ID card changes due to administrative unit rearrangement;

- Re-establishment of the personal identification number;

- When the cardholder requests it.

Procedures for replacing ID cards in Vietnam under the Law on Identification 2023

Article 25 of the Law on Identification 2023 prescribes the procedures for replacing ID cards in Vietnam as follows:

- The order and procedures for replacing ID cards are executed according to Article 23 of the Law on Identification 2023.

- In cases of ID card replacement due to gender reassignment or correction of information as prescribed in point b clause 1 Article 24 of the Law on Identification 2023 where such information has not been updated or adjusted in the National Population Database, the individual must present legal documents proving the changes to update and adjust information in the database.

- The ID management authority will collect the previously used ID cards or ID cards in cases of replacement.
