Law on Road traffic order and safety 2024 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 7th Session.

Newest regulations on categories of driver's licenses in Vietnam from January 1, 2025

From January 1, 2025, driver's licenses will include the following categories:

- Category A1: Issued for drivers of two-wheeled motorcycles with a cylinder capacity up to 125 cm³ or electric motor power up to 11 kW;

- Category A: Issued for drivers of two-wheeled motorcycles with a cylinder capacity over 125 cm³ or electric motor power over 11 kW and types of vehicles specified for Category A1 driver's licenses;

- Category B1: Issued for drivers of three-wheeled motorcycles and types of vehicles specified for Category A1 driver's licenses;

- Category B: Issued for drivers of passenger cars with up to 08 seats (excluding the driver's seat); cargo cars and specialized cars with a total design weight up to 3,500 kg; types of cars specified for Category B driver's licenses pulling trailers with a total design weight up to 750 kg;

- Category C1: Issued for drivers of cargo cars and specialized cars with a total design weight of over 3,500 kg to 7,500 kg; cargo cars specified for Category C1 driver's licenses pulling trailers with a total design weight up to 750 kg; types of vehicles specified for Category B driver's licenses;

- Category C: Issued for drivers of cargo cars and specialized cars with a total design weight over 7,500 kg; cargo cars specified for Category C driver's licenses pulling trailers with a total design weight up to 750 kg; types of vehicles specified for Category B and C1 driver's licenses;

- Category D1: Issued for drivers of passenger cars with more than 08 seats (excluding the driver's seat) up to 16 seats (excluding the driver's seat); passenger cars specified for Category D1 driver's licenses pulling trailers with a total design weight up to 750 kg; types of vehicles specified for Categories B, C1, C driver's licenses;

- Category D2: Issued for drivers of passenger cars (including buses) with more than 16 seats (excluding the driver's seat) up to 29 seats (excluding the driver's seat); passenger cars specified for Category D2 driver's licenses pulling trailers with a total design weight up to 750 kg; types of vehicles specified for Categories B, C1, C, D1 driver's licenses;

- Category D: Issued for drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat); sleeper buses; passenger cars specified for Category D driver's licenses pulling trailers with a total design weight up to 750 kg; types of vehicles specified for Categories B, C1, C, D1, D2 driver's licenses;

- Category BE: Issued for drivers of cars specified for Category B driver's licenses pulling trailers with a total design weight over 750 kg;

- Category C1E: Issued for drivers of cars specified for Category C1 driver's licenses pulling trailers with a total design weight over 750 kg;

- Category CE: Issued for drivers of cars specified for Category C driver's licenses pulling trailers with a total design weight over 750 kg; tractor trucks pulling semi-trailers;

- Category D1E: Issued for drivers of cars specified for Category D1 driver's licenses pulling trailers with a total design weight over 750 kg;

- Category D2E: Issued for drivers of cars specified for Category D2 driver's licenses pulling trailers with a total design weight over 750 kg;

- Category DE: Issued for drivers of cars specified for Category D driver's licenses pulling trailers with a total design weight over 750 kg; articulated passenger cars.

Note:

- Disabled persons operating three-wheeled motorcycles designed for disabled persons are issued Category A1 driver's licenses.

- Disabled persons operating automatic transmission cars with structures suitable for their disabilities are issued Category B driver's licenses.

- Operators of four-wheeled cargo vehicles with engines, four-wheeled passenger vehicles with engines must use driver's licenses with categories appropriate for corresponding cargo cars or passenger cars.

- Operators of cars designed or modified with fewer seats than similar types, with equivalent limit dimensions, must use driver's licenses with categories appropriate for similar cars, equivalent limit dimensions, and maximum seats.
