On September 16, 2024, the General Director of Vietnam Social Security issued Decision 1642/QD-BHXH on the Regulations for Managing the Zalo Account for Vietnam Social Security.

1. Newest procedures for receiving and responding to questions from organizations via Vietnam Social Security's Zalo

According to the provisions of Article 13 of the Regulations issued along with Decision 1642/QD-BHXH in 2024, the process for receiving and responding to questions and inquiries from organizations and individuals on Vietnam Social Security's Zalo is as follows:

- Questions and inquiries from organizations and individuals on Vietnam Social Security's Zalo must be received and responded to by officials and public employees, or workers on duty for Vietnam Social Security's Zalo during working hours.

- For questions and inquiries that require expertise from other units, officials and public employees, or workers on duty for Vietnam Social Security's Zalo must report to the Management Board and send a written request to the relevant unit for a response. The specific response times are as follows:

+ A maximum of 3 (three) working days for questions, inquiries, reflections, and recommendations within the jurisdiction of 1 (one) unit.

+ A maximum of 4 (four) working days for questions, inquiries, reflections, and recommendations requiring the coordination and provision of information from 2 (two) units.

+ A maximum of 5 (five) working days for complex cases involving 3 (three) or more units.

- For questions that fall outside the scope of responsibility and jurisdiction of the Vietnam Social Security sector, the Management Board must inform the organizations and individuals accordingly and guide them to send their inquiries to the competent authority for resolution.

- Responses can be provided in a written format directly on Zalo or using a screenshot, scan of the official response document from the relevant units.

2. Principles for Providing Information on the Vietnam Social Security's Zalo (Newest)

The principles for providing information on Vietnam Social Security's Zalo are specifically detailed in Article 9 of the Regulations issued along with Decision 1642/QD-BHXH in 2024, including:

- Information provided on Vietnam Social Security's Zalo must align with the views, guidelines, and policies of the Communist Party, and the laws of the State; serve the management work of Vietnam Social Security, and meet the information needs of organizations and individuals.

- Information provided on Vietnam Social Security's Zalo must be accurate, objective, prompt; and comply with legal regulations on the protection of state secrets, intellectual property, and information management on the Internet and social networks.

- Organizations and individuals providing information on Vietnam Social Security's Zalo must be subject to the censorship of the Head of the Management Board or a Deputy Head authorized by the Head to censor the content.

- Posted information must be based on verbatim, accurate citations from official and lawful sources.

- Compliance with the law and the Vietnam Social Security sector's regulations on protecting state secrets and the secrets of the Sector.

More details can be found in Decision 1642/QD-BHXH, which comes into force in Vietnam from September 16, 2024.
