On October 10, 2024, the Central Executive Committee issued Decision 190-QD/TW concerning the Election Regulations within the Communist Party of Vietnam, which includes provisions on the latest procedure for electing the Secretariat that will be applied starting October 10, 2024.

Newest procedures for electing the Politburo in Vietnam from October 10, 2024

The process for electing the Politburo in Vietnam will be carried out according to Article 23 of the Regulations issued with Decision 190-QD/TW as follows:

- The first session of the Central Executive Committee of the Communist Party is convened and chaired by the General Secretary from the previous term (whether re-elected or not) until the Presidential Council of the conference is elected.

In cases where the General Secretary from the previous term cannot act as the convener, the Congress Presidential Council will appoint a convener.

- The Presidential Council of the Central Executive Committee conference reports on the proposal and suggests the number of Politburo members that need to be elected.

- The conference discusses and votes on the number of Politburo members.

- The Presidential Council reports a list of comrades nominated by the previous Central Executive Committee to the Politburo.

- Proceed with nominations and candidates.

- Meetings are held to discuss.

- The Presidential Council compiles a list of self-nominated and nominated individuals; proposes cases allowed and not allowed to withdraw from the election list, reports to the conference for review and decision.

Take a poll at the conference on the candidates and nominees (if necessary).

- Establish the election list, and the conference votes on the number and the list of the Politburo elections.

- Election, vote counting, and announcement of the election results.

Regulations on determining election results within the Communist Party of Vietnam

Determining election results within the Communist Party is stipulated in Article 30 of the Regulations issued with Decision 190-QD/TW in 2024 as follows:

- Election results are based on valid ballots; a valid ballot is defined in Article 15 of the Regulations issued with Decision 190-QD/TW in 2024.

In cases where multiple people are elected without surplus, if a voter marks X in both the agree and disagree boxes or marks neither, the vote does not count toward the election result of that person (the ballot is still counted as valid).

- For the Party members' congress: A candidate must receive more than half of the votes from the total official Party members of the party committee summoned, excluding members temporarily reassigned, those exempted from duties and activities, absentee members for valid reasons approved by the executive authorities.

- For the delegates' congress: A candidate must receive more than half of the votes from the total summoned official delegates, excluding executive committee members who are absent for the entire congress duration without an alternate delegate.

- At the executive committee meeting to elect the executive committee, secretaries, deputy secretaries, inspection commission, chairperson of the inspection commission, a candidate must receive more than half the votes from the total executive members, excluding those temporarily transferred who are absent, suspended members, prosecuted, detained.

- If the number of candidates with more than half vote exceeds the required number, the elected ones are those with higher votes ranked from top to the required number.

- If there are ties at the end of the candidate list exceeding the required number, the chairman or council of the congress (meeting) will list the tied candidates for a re-vote, selecting those with higher votes without needing a majority. If the re-vote results in another tie, the congress (meeting) will decide whether to proceed with another vote.
