New: There is no limit to the number of days of sending delegations of officials and public employees of Vietnam abroad for training

This content is mentioned in Circular No. 23/2019/TT-BGDDT of the Ministry of Education and Training of Vietnam on amendments to certain provisions of Regulation on management of overseas business trips of officials and public employees issued together with Circular No. 17/2014/TT-BGDDT dated May 26, 2014 of the Minister of Education and Training.

According to Clause 3 Article 1 of Circular No. 23/2019/TT-BGDDT of the Ministry of Education and Training of Vietnam amending Clause 3 Article 4 of Circular No. 17/2014/TT-BGDDT, delegations which attend international conferences, seminars, forums, negotiations, and intergovernmental meetings within the framework of international agreements and international treaty to which Vietnam is a signatory; join short-term refresher courses or training; cultural exchange activities, summer camps, sports events, international competitions.

Thus, according to this regulation, from February 10, 2020, the form of sending delegations of officials and public employees abroad for the purpose of short-term training will not limit the number of days (previous regulations were "short-term training courses of less than 180 days"). However, the number of working days will be based on the delegation project approved by the competent authority or based on the delegation project that has been reviewed and decided by the Head of the competent agency or unit to ensure trip efficiency.

Besides, Circular No. 23/2019/TT-BGDDT also amends the forms of sending delegations of officials and public employees abroad specified in Article 4 of Circular No. 17/2014/TT-BGDDT as follows:

- The delegation accompanied Party and State leaders and interdisciplinary delegations.

- Delegations which are led by Ministers or equivalent to visit and work officially with countries; attend international conferences, seminars, forums, negotiations, and inter-Government meetings within the framework of international agreements and international treaty to which Vietnam is a signatory.

- Delegations which attend international conferences, seminars, forums, negotiations, and intergovernmental meetings within the framework of international agreements and international treaty to which Vietnam is a signatory; join short-term refresher courses or training; cultural exchange activities, summer camps, sports events, international competitions.

- Delegations which survey and exchange experience; negotiate and work within the framework of signed cooperation projects and programs; attend international education fairs and exhibitions in the plans and of programs and projects or participate in other activities in the education sector.
