New Review Process for Households Escaping Poverty and Near-Poverty Status During the Year

The Ministry of Labor, Invalids and Social Affairs issued Circular 14/2018/TT-BLDTBXH introducing several new points in the process of reviewing households escaping poverty and near-poverty during the year.

According to Circular 14, poor households, near-poor households under local management with an application for registration to escape poverty or near-poverty, are to follow the following procedure:

- Households with an application for approval to escape poverty or near-poverty submit directly or send by post to the Commune People's Committee for reception and processing;- The Commune People's Committee directs the Commune's Poverty Reduction Committee to compile a list of households with applications and organize appraisals according to the Form (Issued together with Circular 14), then report the appraisal results and submit to the Chairman of the Commune People's Committee to decide to recognize the list of households escaping poverty, households escaping near-poverty; publicly post the list at the Commune People's Committee's office;

The time for appraisal, approval, and issuance of the Decision to recognize the list of households escaping poverty or near-poverty should not exceed 07 working days from the receipt of the household's application.

Note that in case a Decision of recognition is not issued, the reason must be clearly stated.
