The Minister of Planning and Investment issued Circular 08/2023/TT-BKHDT dated October 2, 2023, regulating codes, professional standards, and salary rankings for civil servant ranks specializing in statistics.

1. Title and rank code of civil servants specializing in statistics in Vietnam

Titles and rank codes of civil servants specializing in statistics, including:

- Senior statistician, Code: 23,261

- Chief statistician, Code: 23,262

- Statistician, Code: 23,263

- Intermediate level statistician, Code: 23,264

- Statistics staff, Code: 23,265

2. Standards for training and retraining of civil servants specializing in statistics in Vietnam

Standards for training and retraining of civil servants specializing in statistics in Vietnam are prescribed as follows:

2.1. Senior statistician

- Have a university diploma or higher with a major or training major consistent with the requirements of the job position.

- Have a bachelor's degree in politics, advanced political theory, or advanced political-administrative theory, or have a certificate of political theory level equivalent to high-level political theory from a competent authority.

- Have a certificate of fostering state management knowledge and skills for civil servants with senior specialist rank and equivalent, or have an advanced degree in political and administrative theory.

- Have a certificate of training in statistical knowledge and skills according to job position requirements.

2.2. Chief statistician

- Have a university diploma or higher with a major or training major consistent with the requirements of the job position.

- Have a certificate of fostering knowledge and skills in state management for civil servants with major specialist rank and equivalent, or have an advanced degree in political and administrative theory.

- Have a certificate of training in statistical knowledge and skills according to job position requirements.

2.3. Statistician

- Have a university diploma or higher with a major or training major consistent with the requirements of the job position.

- Have a certificate of fostering state management knowledge and skills for civil servants with specialist rank or equivalent.

- Have a certificate of training in statistical knowledge and skills according to job position requirements.

2.4. Intermediate statistician

Have a college diploma or higher with a major or training major consistent with the requirements of the job position.

2.5. Statistical staff

Have an intermediate diploma or higher with a major or training major consistent with the requirements of the job position.

In addition, civil servant ranks specializing in statistics must also meet the general standards of quality specified in Article 4 of Circular 08/2023/TT-BKHDT, specifically as follows:

- Have strong political courage; be steadfast in Marxism-Leninism and Ho Chi Minh's ideology; firmly grasp and deeply understand the Party's guidelines and policies; be loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; and protect the interests of the Fatherland and the People.

- Fulfill the obligations of civil servants according to the provisions of law; seriously comply with the assigned tasks of superiors; comply with the law; maintain discipline, order, and administrative order; and demonstrate exemplary implementation of the agency's rules and regulations.

- Dedication, responsibility, integrity, honesty, objectivity, fairness, and exemplary performance of public duties; politeness, culture, and standards in communication and serving the People.

- Have a healthy, humble, and united lifestyle and activities; diligence, frugality, integrity, righteousness, public-mindedness, and impartiality; Do not take advantage of public affairs to seek personal benefits. No bureaucracy, corruption, waste, or negativity.

- Regularly have a sense of learning and training to improve quality, qualifications, and capacity.

Circular 08/2023/TT-BKHDT takes effect on November 15, 2023.
