Circular 56/2018/TT-BCT has been issued by the Ministry of Industry and Trade to guide the implementation of certain provisions of the Border Trade Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic. This document replaces Circular 10/2016/TT-BTC.
According to the provisions of Circular 56, the buying and selling, and exchange of goods by border residents between Vietnam and Laos also enjoy preferential policies, specifically:
- Border residents under Clause 1, Article 5 of the Vietnam-Laos Border Trade Agreement are allowed to buy and sell goods across the border and enjoy tax exemption limits according to Article 13 of Decree 14/2018/ND-CP and Circular 02/2018/TT-BCT.- Plants, animals, and goods produced by residents of border districts of Laos are entitled to preferences stipulated in Clause 4, Article 5 of the Vietnam-Laos Border Trade Agreement. When conducting import procedures into Vietnam, they must submit the following documents:- Certification that the goods are produced by residents of the border districts of Laos, issued by the Department of Industry and Trade of the border province or the District Industry and Trade Department of the border district of Laos;- Certification from the competent authority of Laos regarding quarantine, quality inspection, and food safety.
