New Regulations on the Transportation of Waste to the Mainland

Circular 22/2015/TT-BTNMT stipulating environmental protection in the use of drilling fluids; management of waste and environmental monitoring for offshore petroleum activities issued by the Minister of Natural Resources and Environment on May 28, 2015.

Circular 22/2015/TT-BTNMT provides guidance on the transportation of waste to the mainland, which must comply with the following regulations:

- Hazardous and non-hazardous waste, after being classified, are stored separately in containers (skips) and transported individually or placed together in containers for transportation to the mainland using service ships;- Transporting waste using service ships must adhere to current regulations on hazardous waste management.

Additionally, the Circular stipulates the classification, collection, storage, and management of non-hazardous waste on offshore oil and gas facilities and the classification, collection, and storage of hazardous waste on offshore oil and gas facilities as follows:

Classification, collection, storage, and management of non-hazardous waste on offshore oil and gas facilities:

- Household waste and general industrial waste are collected and classified into 03 groups including: food waste group, recyclable materials group, and other general waste;- Food waste is discharged into the sea after being ground to a size smaller than 25 mm;- Waste such as wood, paper, cardboard is permitted to be burned and the ash is allowed to be discharged into the sea;- Recyclable materials and other general waste must be collected and transported to the shore.

Classification, collection, and storage of hazardous waste on offshore oil and gas facilities:

- Hazardous waste must be classified according to its hazardous properties;- Types of hazardous waste with the same hazardous properties, the same treatment methods, and that do not react with each other, can be stored together in a sealed container;- Containers holding hazardous waste must have clear labels to identify the type of waste collected.
