New Regulations on the Scope, Areas, and Classification of Level Crossings

On May 14, 2018, the Ministry of Transport issued Circular 25/2018/TT-BGTVT regulating railway level crossings and the issuance of permits for the construction of essential works within railway land areas.

Circular 25 stipulates the scope, areas, and classification of level crossings as follows:

1. Scope

- The roadway section, the land area allocated for the roadway within the railway traffic safety corridor, and the scope of railway construction protection;- The railway section, the land area allocated for the railway within the roadway safety corridor.

2. Areas

- The scope of the level crossing;- The limits of the traffic safety corridor at the level crossing area as stipulated in the Decree on the management and protection of railway infrastructure.

3. Classification of Level Crossings

- According to the duration of use: long-term use level crossings; temporary use level crossings;- According to the form of safety organization: guarded level crossings; unguarded level crossings;- According to the nature of service: public level crossings; dedicated level crossings.
