New Regulations on the Management of National Database Operations on Public Assets

Recently, the Ministry of Finance issued Circular 67/2018/TT-BTC providing guidelines for the management, operation, exchange, and exploitation of information in the national database on public assets. This is the first Circular detailing this activity.

Responsibilities for managing operations in the National Database on Public Assets are stipulated in Circular 67 as follows:

1. The Ministry of Finance is responsible for:

- Developing requirements for reporting and declaring public assets in accordance with the laws on the management and use of public assets for each period as a basis for building and upgrading the system;- Organizing training and support for agencies, organizations, and units in using, exploiting, and exchanging information in the National Database and other related operations upon request;- Exploiting the National Database to serve the planning, directing, operating, reporting, and forecasting tasks of the Government of Vietnam, the Ministry of Finance, and other relevant state agencies.

2. Financial agencies of Ministries, central agencies; Departments of Finance of provinces and centrally-run cities are responsible for ensuring the entry, approval, and standardization of data in the National Database in accordance with the laws on the management and use of public assets and the Ministry of Finance's guidance, ensuring data confidentiality.
