The following article relates to the issuance of the Decision for the release of G1 online video games in Vietnam from December 25, 2024, as stipulated in Decree 147/2024/ND-CP.

On November 9, 2024, the Government of Vietnam promulgated Decree 147/2024/ND-CP on managing, providing, and using Internet services and online information.
According to Article 43 of Decree 147/2024/ND-CP, the issuance of Decision for the release of G1 online video games will be executed as follows:
- Enterprises are granted Decision for the release of G1 online video games when they meet the following conditions:
+ Have a valid License for providing G1 online video games services with a minimum remaining period of 6 months;
+ The content and script of video games do not violate provisions of Article 8 of the Cybersecurity Law 2018 and intellectual property regulations; do not simulate reward games in casino businesses, games using playing card images; do not have images, sounds, language depicting specific actions such as terrorism, murder, torture, abuse, trafficking of women and children; inciting suicide, violence; pornography, vulgarity contrary to national traditional ethics, culture, customs; distorting, destroying historical traditions; violating sovereignty and territorial integrity; the use of drugs, alcohol, tobacco; gambling and other illegal acts;
+ Online video games are classified according to age suitability with the content and script of the game as stipulated in clauses 1 and 2 of Article 38 of Decree 147/2024/ND-CP.
+ The Decision for the release of G1 online video games is valid for the duration of the agreement for the enterprise to release the game in Vietnam but not exceeding 5 years. If the agreement for the enterprise to release the game in Vietnam expires and the enterprise continues to be franchised to release the game, it shall proceed with the procedures for re-issuance of the Decision as specified in point a clause 5 of Article 46 of Decree 147/2024/ND-CP.
Prohibited acts related to cybersecurity are specifically outlined in Article 8 of the Cybersecurity Law 2018 including:
- Using cyberspace to conduct the following acts:
+ Acts stipulated in clause 1 Article 18 of the Cybersecurity Law 2018;
+ Organizing, operating, colluding, inciting, bribing, deceiving, enticing, training, providing education for people to oppose the Socialist Republic of Vietnam;
+ Distorting history, denying revolutionary achievements, undermining the unity of the entire nation, offending religion, gender discrimination, racial discrimination;
+ Spreading false information causing panic among the people, damaging economic and social operations, hindering the activities of state agencies or civil servants, infringing upon the rights and legitimate interests of other agencies, organizations, individuals;
+ Activities of prostitution, social evils, human trafficking; posting obscene, depraved, criminal information; destroying national customs, social ethics, community health;
+ Inciting, enticing, provoking others to commit crimes.
- Conducting cyberattacks, cyber terrorism, cyber espionage, cybercrime; causing incidents, attacking, intruding, seizing control, misrepresentation, interruption, paralysis, or destroying important information systems related to national security.
- Producing, putting into use tools, means, software, or engaging in acts that obstruct, disrupt the operation of telecommunications networks, Internet networks, computer networks, information systems, information processing and control systems, electronic devices; spreading harmful software to telecommunications networks, Internet networks, computer networks, information systems, information processing and control systems, electronic devices; knowingly infiltrating telecommunications networks, computer networks, information systems, information processing and control systems, databases, or electronic means of others.
- Opposing or obstructing the operation of forces protecting cybersecurity; illegally deactivating protection measures, causing them to be ineffective.
- Exploiting or abusing cybersecurity protection activities to infringe sovereignty, interests, national security, social order and safety, the rights and legitimate interests of agencies, organizations, individuals, or for profiteering.
- Other acts violating the provisions of the Cybersecurity Law 2018.
Refer to the Decree 147/2024/ND-CP effective from December 25, 2024.
The following provisions are repealed:
- Decree 72/2013/ND-CP of the Government of Vietnam on managing, providing, and using Internet services and information online;
- Decree 27/2018/ND-CP of the Government of Vietnam amending and supplementing several articles of Decree 72/2013/ND-CP of the Government of Vietnam on managing, providing, and using Internet services and online information;
- Article 2 of Decree 150/2018/ND-CP of the Government of Vietnam amending several Decrees related to investment business conditions and administrative procedures in the field of information and communications.
