New regulations on the consideration for awarding of the "Emulation Flag" of the Ministry of Construction of Vietnam as of July 1, 2024 (Internet image) 

On May 6, 2024, the Minister of Construction issued Circular 01/2024/TT-BXD, providing guidance on the Law on Emulation and Commendation 2022 in the construction industry.

New regulations on the consideration for awarding of the "Emulation Flag" of the Ministry of Construction of Vietnam as of July 1, 2024

The regulations on the consideration for awarding of the "Emulation Flag" of the Ministry of Construction of Vietnam are as follows:

(1) Recipients of the annual "Emulation Flag" of the Ministry of Construction of Vietnam:

The "Emulation Flag" of the Ministry of Construction of Vietnam" is awarded annually to collectives participating in movements organized by the Ministry of Construction, including:

- Agencies, organizations, and units under the Ministry of Construction (including parent companies and subsidiaries);

- Departments of Construction, Planning and Architecture in provinces and centrally governed cities;

- Other agencies, organizations, and units participating in movements organized by the Ministry of Construction.

(2) Recipients of the thematic "Emulation Flag" of the Ministry of Construction of Vietnam:

The "Emulation Flag" of the Ministry of Construction of Vietnam is awarded to collectives participating in thematic competitions organized by the Ministry of Construction, with a duration of three years or more, including:

- Agencies, units under the Ministry of Construction;

- Departments of Construction, Planning and Architecture in provinces and centrally governed cities;

- Other agencies, organizations, and units operating in the construction sector.

(3) Criteria for consideration for awarding the annual "Emulation Flag" of the Ministry of Construction of Vietnam:

The "Emulation Flag" of the Ministry of Construction of Vietnam is awarded annually to collectives leading the movements organized by the Ministry of Construction and meeting the criteria specified in Clause 1, Article 26 of the Law on Emulation and Commendation 2022. Specifically, the criteria at point a, Clause 1, Article 26 of the Law on Emulation and Commendation 2022, are specified as follows:

- Exceeding the emulation targets set by the movements;

- Exceeding the targets and tasks assigned in programs and plans approved by competent authorities within the year;

- Serving as a role model in implementing the Party's guidelines, state policies, and laws; fulfilling obligations towards the state and labor policies as prescribed.

(4) Criteria for consideration for awarding the "Emulation Flag" of the Ministry of Construction of Vietnam to collectives participating in thematic competitions:

The "Emulation Flag" of the Ministry of Construction of Vietnam is awarded to collectives leading the thematic competitions organized by the Ministry of Construction, with a duration of three years or more, upon the conclusion of the movements and meeting the following criteria:

- Being an outstanding and exemplary collective, fulfilling the emulation targets of the thematic competitions in areas under the management of the Ministry of Construction;

- Complying with the Party's guidelines, state policies, and laws; fulfilling obligations towards the state and labor policies as prescribed.

Legal basis: Article 4 of Circular 01/2024/TT-BXD.

More details can be found in Circular 01/2024/TT-BXD, which comes into force from July 1, 2024, and replaces Circular 01/2024/TT-BXD dated December 30, 2020, by the Minister of Construction, providing guidance on emulation and commendation in the construction industry.
