New regulations on the composition of the Provincial Steering Committee for Anti-Terrorism in Vietnam (Internet image)

Regarding this issue, LawNet would like to answer as follows:

On August 18, 2023, the Government issued Decree 62/2023/ND-CP amending Decree 07/2014/ND-CP on the organization, tasks, powers and coordination relationships of the Steering Committee for Prevention and Combating Terrorism at all levels.

New regulations on the composition of the Provincial Steering Committee for Anti-Terrorism in Vietnam

According to Clause 2, Article 5 of Decree 07/2014/ND-CP (amended in Decree 62/2023/ND-CP), the composition of the Steering Committee for preventing and combating terrorism in provinces and centrally run cities includes:

- Chairman of the Provincial People's Committee, Head of the Committee;

- Director of Police of provinces and centrally run cities, Standing Deputy Head of the Department;

- Commander of the Hanoi Capital Command (for the Hanoi City Anti-Terrorism Steering Committee), Commander of the Ho Chi Minh City Command (for Ho Chi Minh City Anti-Terrorism Steering Committee), Commander of the Military Command of provinces and centrally run cities (for the Steering Committee for Prevention and Combating Terrorism of other provinces and centrally run cities), Deputy Head of the Committee;

- Deputy Director of Police of provinces and centrally run cities in charge of security, Permanent member;

- Commander of the Border Guard Command (if any), Member;

- Director of the Department of Foreign Affairs (if any), Member;

- Director of Department of Transport, Member;

- Director of Department of Information and Communications, Member;

- Director of Department of Health, Member;

- Director of Department of Finance, Member;

- Director of Department of Industry and Trade, Member;

- Director of Department of Agriculture and Rural Development, Member;

- Director of Department of Science and Technology, Member;

- Director of the State Bank of Vietnam branches in provinces and centrally run cities, Member;

- Chief representative of the Airport Authority (if any), Member;

- Airport Director (if any), Member;

- Chief of Air Traffic Control (if any), Member;

- Chairman of the District People's Committee in the area where the airport, aerodrome, and civil aviation works, facilities, and equipment are located, Member;

- Other relevant members at the request of the Head of the Steering Committee.

Currently according to Decree 07/2014/ND-CP, the members of the Steering Committee for preventing and combating terrorism in provinces and centrally run cities include:

- Chairman of the People's Committee of provinces and centrally run cities, Head of the Committee;

- Director of Police of provinces and centrally run cities, Deputy Head of the Department;

- Director of the Department of Foreign Affairs (if any), Member;

- Director of Department of Transport, Member;

- Director of Department of Information and Communications, Member;

- Director of Department of Health, Member;

- Director of Department of Finance, Member;

- Deputy Director of Police of provinces and centrally run cities in charge of security work, Permanent member;

- Commander of Hanoi Capital Command (for Hanoi City Anti-Terrorism Steering Committee), Commander of Ho Chi Minh City Command (for Ho Chi Minh City Steering Committee for Anti-Terrorism), Commander of the Military Command of provinces and centrally run cities (for the Steering Committee for Prevention and Combating Terrorism of other provinces and centrally run cities), Member.

In case of necessity, the People's Committee of the province or centrally run city shall decide to add members, including the Director of the Department and the heads of other sectors, to the Steering Committee for preventing and combating terrorism in provinces and centrally run cities based on the proposal of the Head of the Steering Committee.

Decree 62/2023/ND-CP takes effect on October 5, 2023.
