New Regulations on Quality Inspection of Rice Inbound and Outbound from National Reserves

The Minister of Finance has signed to promulgate Circular 78/2019/TT-BTC providing National Technical Regulations for National Reserve Rice.

Process and technical requirements for quality inspection of rice imported and exported from national reserves are fully guided in the “National Technical Regulation on Rice for National Reserves” issued with Circular 78/2019/TT-BTC as follows:

Firstly, quality inspection of rice imported into storage:

Rice delivered to the warehouse must have a Certificate of Conformance to the national reserve quality standards as prescribed in Section 2.1 of these Technical Regulations issued by certified organizations. The affiliated national reserve units will inspect the criteria specified in points 2.1.1 and 2.1.2 of the Regulations; regarding food safety standards at point 2.1.3, they will recognize the inspection results of the Certificate of Conformance. The maintenance technician will prepare a rice quality inspection report based on the guidelines in form C77-HD issued according to Circular 108/2018/TT-BTC dated November 15, 2018, of the Ministry of Finance on accounting guidelines for national reserves.

If the customer disagrees with the inspection results of the national reserve unit, both parties will jointly take samples for analysis. If both parties do not agree on the analysis results, they will seek evaluation from a third-party conformity assessment organization. These test results will serve as the basis for considering the national reserve warehouse entry. All testing costs and damages (if any) are borne by the party that assessed incorrectly.

Secondly, quality inspection for export warehouse:

National reserve rice to be exported must meet the quality standards as prescribed in Section 2.2 of these Regulations. The quality assessment of rice is carried out by the national reserve units. In some cases, as required by the receiving unit, it can be performed by conformity assessment organizations.

Additionally, after each batch of rice is fully imported and ready for storage, a full warehouse entry report must be prepared as prescribed (content as guided in form C76-HD issued according to Circular 108/2018/TT-BTC dated November 15, 2018, of the Ministry of Finance guiding national reserve accounting).

The full warehouse entry report is prepared in four copies with full signatures of the storage chief, maintenance technician, accountant of the affiliated national reserve unit, and the Leader of the affiliated national reserve unit, as specified, including:

- 01 copy sent to the national reserve unit (Preservation Technical Department);

- 03 copies kept at the affiliated national reserve unit (01 copy by the storage chief in the warehouse lot file; 01 copy by the technician for monitoring; 01 copy to the accounting department).

As soon as the rice batch meets the required quantity, the unit organizes sampling and inspection to prepare a quality testing report according to the full warehouse entry procedure (content as guided in form C84-HD issued according to Circular 108/2018/TT-BTC dated November 15, 2018, of the Ministry of Finance guiding national reserve accounting).

The quality testing report is prepared to determine the lot quality of national reserve rice fully stored. It is prepared in four copies as specified, including:

- 01 copy retained by the national reserve unit (Preservation Technical Department);

- 03 copies kept at the affiliated national reserve unit (01 copy attached to the full warehouse entry report kept by the storage chief in the warehouse lot file; 01 copy by the preservation technician for monitoring; 01 copy to the accounting department).

The preservation period is calculated from the time the rice lot is fully entered or warehouse entry is completed (as per the full warehouse entry report).
