New Regulations on Military Service Health Examinations

The upcoming military service health examination to prepare for enlistment in February and March 2017 will be conducted in accordance with the provisions of Joint Circular 16/2016/TTLT-BYT-BQP.

Military Service Health Examination

The military service health examination includes the following contents:

- Examination of physical strength; clinical examination of specialties according to the criteria specified in Section II, Form 2, Appendix 4 issued together with this Circular; during the examination process, if the citizen being examined has any specialty rated 5 or 6 points, the specialist conducting the examination must report to the Chairman of the Health Examination Council for consideration and decision on whether to continue the examination of other specialties;- In case it is necessary to conduct additional laboratory tests to support the health conclusion as required by the Military Service Health Examination Council, including tests for detecting drugs;- Health classification according to the provisions of Article 9 of this Circular.

The health examination process is as follows:

- Prepare a list of individuals who are citizens subject to call for enlistment and have undergone preliminary health screening in the area under management;- Notify the time and place for organizing the health examination;- Organize health examinations according to the prescribed contents;- Organize counseling and HIV testing according to the regulations of the Law on Prevention and Control of HIV/AIDS for cases meeting the health standards for enlistment annually according to the instructions of the Minister of National Defense;- Complete the health record form;- Summarize and report the results of the military service health examination.

Guidance on Health Classification for Military Service

Health classification is based on health standards in Table 1, Table 2, and Table 3 of the Appendix issued together with Joint Circular 16. Each criterion, after examination, the doctor assigns a whole number score from 1 to 6 in the "Score" column, specifically:

- Score 1: Indicates very good health condition;- Score 2: Indicates good health condition;- Score 3: Indicates fairly good health condition;- Score 4: Indicates average health condition;- Score 5: Indicates poor health condition;- Score 6: Indicates very poor health condition.

Based on the scores given to the 8 criteria recorded in the military service health form to classify. To be specific:

- Type 1: All 8 criteria achieve score 1;- Type 2: At least 1 criterion scores 2;- Type 3: At least 1 criterion scores 3;- Type 4: At least 1 criterion scores 4;- Type 5: At least 1 criterion scores 5;- Type 6: At least 1 criterion scores 6.

No Alcohol, Beer, or Stimulants When Going for Health Examination

When going for a military service health examination, the following documents must be presented:

- Health examination or health check order from the Chief Command Officer of the district Military Command;- Identification card;- Any personal health-related documents (if any) to be submitted to the Health Examination Council or the Military Service Health Examination Team.

In addition to the above regulations, citizens undergoing health checks, preliminary screenings, and health examinations for military service must ensure the following requirements:

- No consumption of alcohol, beer, or stimulants;- Comply with the rules of the health examination area and health check;- Prohibit any acts of exploiting the health examination to evade military service.
