On August 30, 2024, the Minister of Construction of Vietnam issued Circular 08/2024/TT-BXD regulating the numbering and attaching of house numbers and construction project numbers. The numbering of houses in alleys and sidelines has been separated into specific regulations, instead of following the principle in Article 4 of Decision 05/2006/QD-BXD currently in effect, as follows.
(1) Numbering houses on streets and roads in Vietnam
Numbering houses on streets and roads is carried out according to Article 6 of Circular 08/2024/TT-BXD as follows:
- Numbering houses on streets and roads uses a natural series (1, 2, 3…, n) in ascending order as stipulated in clause 2 of this Article. Houses on the left take odd numbers (1, 3, 5, 7...), houses on the right take even numbers (2, 4, 6, 8...).
In cases where a house has doors opening onto two different streets or roads, it is numbered according to the street or road with the larger cross-section; if the streets or roads have equivalent cross-sections, the house is numbered according to the street or road with the main door into the house or according to the street or road that has already been continuously numbered.
- The direction for numbering houses on streets and roads is carried out as follows:
+ The direction of house numbering is carried out from North to South, East to West, Northeast to Southwest, Southeast to Northwest;
+ For streets or roads with distinctive characteristics that do not follow the rules in point a of this clause, the direction of house numbering is decided by the district-level People's Committee (examples: for radial streets or roads, the direction of house numbering is carried out from the city center, province, district, district-level town, commune-level town outward);
+ For streets or roads already numbered before October 15, 2024, the direction of house numbering remains unchanged.
- For streets or roads without continuous construction (remaining vacant land), the district-level People's Committee bases the detailed construction planning for the streets or roads approved by competent authorities to number houses and ensure reserved house numbers for the area; if there is no detailed construction planning for the streets or roads, the district-level People's Committee decides the organization of house numbering and attaching house number plates based on the specific conditions of each area.
- For cases arising where a house has not been numbered situated between two already numbered houses on the street or road, newly arising houses are numbered in one of two ways:
+ Numbered by combining the smaller house number with uppercase Vietnamese letters (A, B, C, ...), starting from letter A (example: a house that arises between numbers 20 and 22 is numbered 20A, 20B, 20C, ...);
+ Numbered by combining the smaller house number with a hyphen and natural numbers, starting from number 1 (example: a house that arises between numbers 20 and 22 is numbered 20-1, 20-2, 20-3,..., 20-24, 20-25,...., 22).
- For newly constructed street or road extensions, house numbering continues from the last house number on that street or road according to the regulations in Circular 08/2024/TT-BXD.
(2) Numbering houses in alleys and sidelines in Vietnam
Numbering houses in alleys and sidelines is carried out according to Article 7 of Circular 08/2024/TT-BXD as follows:
- Numbering houses in alleys is carried out as follows:
+ In cases where the alley has no specific name, the alley’s name is taken from the number of the adjoining house on the street or road at the front of the alley (with a smaller house number);
+ The principle of numbering follows clauses 1, 3, 4, and 5 of Article 6 of Circular 08/2024/TT-BXD;
+ The direction of house numbering in alleys: in cases where the alley intersects two streets or roads and has already been named, the direction of numbering starts from the house at the front of the alley near the street or road that gives the alley its name towards the end of the alley.
In cases where the alley intersects two streets or roads and has not been named, the direction of numbering starts from the house at the front of the alley near the street or road with a larger cross-section towards the end of the alley.
In cases where the alley has only one end opening onto a street or road, the direction of numbering starts from the house at the front of the alley near the street or road towards the end of the alley.
- Numbering houses in sidelines is carried out as follows:
+ In cases where the sideline has no specific name, the sideline’s name is taken from the number of the adjoining house on the alley at the front of the sideline (with a smaller house number);
+ The principle of numbering follows clauses 1, 3, 4, and 5 of Article 6 of Circular 08/2024/TT-BXD;
+ The direction of house numbering in sidelines: in cases where the sideline intersects two alleys and has already been named, the direction of numbering starts from the house at the front of the sideline near the alley that gives the sideline its name towards the end of the sideline; in cases where the sideline intersects two streets and has not been named, the direction of numbering starts from the house at the front of the sideline near the street with a larger cross-section towards the end. In cases where the sideline has only one end opening onto an alley, the direction of numbering starts from the house at the front of the sideline near the alley towards the end of the sideline.
- In cases where houses in alleys or sidelines have distinctive characteristics, the district-level People's Committee decides the numbering.
