On February 5, 2024, the Government issued Decree 13/2024/ND-CP  amending a number of articles of Decree 104/2016/ND-CP on immunization

New regulations on funding sources for immunization in Vietnam as of February 5, 2024

Specifically, Decree 13/2024/ND-CP amends Article 14 of Decree 104/2016/ND-CP stipulating funding sources for immunization in Vietnam as follows:

- Funding sources:

+ State budget;

+ Sponsorships provided by domestic and overseas entities;

+ Health insurance fund;

+ Other lawful sources of revenue.

- State budget shall provide funding for:

+ Provision of vaccines and biologicals for the entities mentioned in Clause 3 Article 28 and Clause 4 Article 29 of the Law on Prevention and treatment of infectious diseases;

+ Investment in cold chain for expanded immunization programs and vaccinations against epidemics;

+ Dissemination of information, inspection, training, scientific research serving application of new vaccination technologies and methods;

+ Compensation for serious vaccine injuries or deaths during expanded immunization programs and vaccinations against epidemics.

- Central government budget shall be allocated in recurrent expenditure budget of Ministry of Health in order to cover expenditure of the following operations in Expanded program on immunization:

+ Purchase of vaccines for beneficiaries in the Expanded program on immunization.

+ Vaccine inspection.

+ Receipt, transport, and preservation of vaccines to provinces, cities.

+ Communication, education, information, training, scientific research for application of new techniques, new solutions in immunization, supervision and assessment of vaccine effectiveness in central government.

+ Compensation in case of adverse effects following vaccination that seriously affects health or lives of vaccinated individuals at immunization establishments affiliated to ministries and central government.

In case of adverse effects that follow use of vaccine in local immunization establishments and are identified to have been caused by vaccine quality, inherent characteristics of vaccine, error in vaccine preservation or transport from central government to provincial government, the central government budget shall allocate expenditure for compensation.

Currently, Article 14 of Decree 104/2016/ND-CP stipulates funding sources for vaccination activities as follows:

- Funding sources:

+ State budget;

+ Sponsorships provided by domestic and overseas entities;

+ Health insurance fund;

+ Other lawful sources of revenue.

- State budget shall provide funding for:

+ Provision of vaccines and biologicals for the entities mentioned in Clause 3 Article 28 and Clause 4 Article 29 of the Law on Prevention and treatment of infectious diseases 2017;

+ Investment in cold chain for expanded immunization programs and vaccinations against epidemics;

+ Dissemination of information, inspection, training, scientific research serving application of new vaccination technologies and methods;

+ Compensation for serious vaccine injuries or deaths during expanded immunization programs and vaccinations against epidemics.

More details can be found in Decree 13/2024/ND-CP taking effect on February 5, 2024.
