New Regulations on Funding for Printing and Issuing Forms Related to Citizen Identification Cards

Recently, the Ministry of Public Security issued Circular 41/2019/TT-BCA amending and supplementing certain articles of Circular 66/2015/TT-BCA regarding the forms used in the issuance and management of Citizen Identification cards, citizen identification archives, and the National Population Database.

To be specific:, the cost for printing and issuing forms used in the issuance and management of Citizen Identification cards, citizen identification archives, and the National Population Database is stipulated in Article 5 of Circular 66/2015/TT-BCA and Clause 3, Article 1 of Circular 41/2019/TT-BCA as follows:

- The cost for printing and issuing forms used in the issuance and management of Citizen Identification cards, citizen identification archives, and the National Population Database is to be covered by the regular budget allocated by the Ministry of Public Security to the police units and localities.- The Department of Administrative Management for Social Order shall take the lead and cooperate with the Department of Planning and Finance and relevant units to prepare the budget for printing and issuing forms and the paper for forms CC01, CC11, and the paper for form CC02 to be used at the National Citizen Identification Center and form CC11 to be issued to the police units and localities. Every September, the police units and localities shall prepare their estimated demand for form CC11 for the next year and send it to the Department of Administrative Management for Social Order to summarize and report to the Ministry of Public Security.- The police units and localities shall prepare the budget for printing and issuing forms used in the issuance and management of Citizen Identification cards, citizen identification archives, and the National Population Database as stipulated in Clause 3 and Clause 4, Article 4 of Circular 66.
