This is a noteworthy content, specifically stipulated in Circular 07/2019/TT-BVHTTDL guiding the emulation and commendation work in the Culture, Sports, and Tourism sector.
The form and content of organizing the emulation movement in the Culture, Sports, and Tourism sector are implemented according to the provisions of Article 4 and Article 5 of Decree 91/2017/ND-CP.

In addition, according to the provisions of Article 8 of Circular 07/2019/TT-BVHTTDL, the organization of the emulation movement is carried out as follows:
- The Minister launches emulations periodically or thematically to strive for the successful implementation of the State's 5-year socio-economic development plan or to strive to fulfill the annual tasks of the Sector. When organizing an emulation movement within the Sector for a period of 03 years or more, the Ministry sends the plan to organize and launch the emulation movement to the Central Emulation and Commendation Board for synthesis and guidance on commendation review.- Agencies and units within the Sector organize and launch emulations to achieve achievements in celebration of the Sector's traditional day, anniversary of the establishment of the Sector, and the anniversary of the establishment of agencies and units in every five round and odd-numbered years or have key, urgent tasks that need focused emulation throughout the agency or unit.- At the end of the organization period of the emulation movement within the Sector, agencies, units, Groups, and Emulation Clusters conduct summaries, evaluations, and propose commendation titles and forms of commendation according to their authority. In case of organization on a national scale, for mid-term and final reviews of movements lasting 03 years or more, the Ministry selects individuals and collectives with outstanding achievements to submit to the Prime Minister of Vietnam for consideration and award of the Prime Minister of Vietnam's Certificate of Merit; for movements lasting 05 years or more, the Ministry selects individuals and collectives with particularly outstanding achievements to submit to the Prime Minister of Vietnam for consideration and submission to the President for awarding the Third-class Labor Medal.
