New Regulations on Expense Levels for Activities of the Regional Lottery Council

On December 25, 2017, the Ministry of Finance promulgated Circular 138/2017/TT-BTC guiding certain specific expenses for lottery business enterprises as stipulated in Decree 122/2017/ND-CP.

According to Circular 138, lottery businesses, and the regional lottery councils are responsible for making contributions and managing the contributions for the operation costs of the regional lottery councils with the following contribution rates:

- The contribution rate of each enterprise is determined by the regional lottery council as per the agreement of each regional lottery council, ensuring it does not exceed VND 60 million/year for each council.- This contribution does not include the costs of prize payouts, drawing costs, and lottery ticket printing costs.
