New Regulations on Economic-Technical Standards in Maritime Activities

On June 11, 2018, the Ministry of Transport issued Circular 38/2018/TT-BGTVT amending and supplementing certain contents of the Economic - Technical Norms issued together with Circular 76/2014/TT-BGTVT in the field of provision of public utility services to ensure maritime safety.

The content of the economic-technical norms changed by Circular 38 is as follows:

- Specifies the number of general inspections and maintenance of maritime signals in a month for each specific channel segment; the number of regular inspections of dikes and embankments for each type of dike and embankment;- Specifies the levels of material, labor, machine, and equipment costs in the general inspection, maintenance of maritime signals, and regular inspection of dikes and embankments;- Specifies the number of times maritime signals should be painted for maintenance in a year;- Specifies the time cost, and operational capacity of watercraft serving general inspections, maritime signal maintenance, regular inspections of dikes and embankments, and maritime signal paint maintenance;- Specifies the time cost and operational capacity of generators serving the management and operation of maritime channels;- Specifies the labor cost of standing by at the maritime channel management station and monitoring the communication system at the maritime channel management station. The labor grade specified in the norms is the average grade;- Specifies the cost of auxiliary materials calculated as a percentage of the value of the main materials (fuel).
