The following article discusses the regulations on driver training in Vietnam as stipulated in the Law on Road Traffic Order and Safety 2024.

According to Article 60 of the Law on Road Traffic Order and Safety 2024, driver training is regulated as follows:
- Individuals seeking to obtain a driver’s license must be trained in theoretical and practical content according to the training program specified for each category of driver’s license.
- Learner drivers must be trained at driver training establishments or other driver training formats for new issuance or upgrading of the driver’s license category.
- Training for upgrading the driver’s license category applies to the following objects:
+ Upgrading a driver’s license from category B to C1, C, D1, or D2;
+ Upgrading a driver’s license from category C1 to C, D1, or D2;
+ Upgrading a driver’s license from category C to D1, D2, or D;
+ Upgrading a driver’s license from category D1 to D2 or D;
+ Upgrading a driver’s license from category D2 to D;
+ Upgrading a driver’s license from category B to BE, from C1 to C1E, from C to CE, from D1 to D1E, from D2 to D2E, from D to DE.
- Individuals seeking to upgrade a driver’s license must have a valid driver’s license and sufficient safe driving time required for each license category; particularly for upgrading to categories D1, D2, D, the individual must have at least a lower secondary education level.
- Licenses of categories C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE must be obtained through upgrading training according to the conditions specified in Clauses 3 and 4 of Article 60 of the Law on Road Traffic Order and Safety 2024.
- Automobile driver training establishments must meet the conditions prescribed by the Government of Vietnam; have curricula and lesson plans; conduct training according to the forms, contents, and programs specified for each category of driver’s license.
- The Government of Vietnam shall specify detailed regulations on other driver training formats as outlined in Clause 2 of Article 60 of the Law on Road Traffic Order and Safety 2024; regulate the procedures for examination, assessment for issuance, reissuance, and revocation of learner driver licenses; stipulate standards for driving instructors; regulate the issuance, reissuance, and revocation of certificates for driving instructors; regulate the issuance, reissuance, and revocation of driving training licenses.
- The Minister of Transport shall regulate the forms, contents, and programs for driver training, as well as the safe driving time for each category of driver’s license as specified in Clause 4 of Article 60 of the Law on Road Traffic Order and Safety 2024; and specify standards for motorcycle driver training establishments; for facilities and organizations providing driver training for military and police forces engaged in national defense and security duties, the standards are regulated by the Minister of National Defense and the Minister of Public Security, respectively.
Refer to the Law on Road Traffic Order and Safety 2024 which comes into force in Vietnam from January 1, 2025, except for Clause 3 of Article 10 of the Law on Road Traffic Order and Safety 2024 which comes into force in Vietnam from January 1, 2026.
The Law on Road Traffic 2008 (as amended and supplemented) will cease to be effective from the date the Law on Road Traffic Order and Safety 2024 comes into effect, except for the cases specified in Clauses 1, 2, 5, and 6 of Article 89 of the Law on Road Traffic Order and Safety 2024.
Resolution 73/2022/QH15 of the National Assembly on the pilot auction of automobile license plates will cease to be effective from the date the Law on Road Traffic Order and Safety 2024 comes into effect, except for the case specified in Clause 7 of Article 89 of the Law on Road Traffic Order and Safety 2024.
