From January 1, 2025, the Law on Road Traffic Order and Safety 2024 will come into effect in Vietnam, notably including the regulation on driver's license points.

Law on road traffic order and safety 2024 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 7th Session.
According to Article 58 of the Law on road traffic order and safety 2024 regulating the points of driver's licenses from January 1, 2025:
(1) The driver's license points are used to manage the compliance with the laws on road traffic safety by drivers within the database system of road traffic safety, including 12 points.
Points deducted per violation depend on the nature and level of the violation of Law on road traffic order and safetys.
Data on the deducted points of the violator's driver's license will be updated into the database system immediately after the penalty decision takes effect and will be notified to the person whose driver's license points are deducted.
(2) A driver's license that has not been completely deducted of points and has no point deduction within a period of 12 months from the date of the nearest deduction will be restored to full 12 points.
(3) In the case the driver's license is completely deducted of points, the person with the driver's license is not allowed to operate the vehicle according to that driver's license.
After a minimum period of 06 months from the date of complete point deduction, the person with the driver's license can participate in the examination on the knowledge of Law on road traffic order and safetys as stipulated in Clause 7, Article 61 of the Law on road traffic order and safety 2024 organized by the traffic police force. If passing the examination, the person will be restored to full 12 points.

- The Minister of Transport stipulates the forms, contents, and procedures for examinations to issue driver's licenses; conditions and criteria for examiners, organizing training courses, issuing examiner cards; technical standards for motorcycle driving test areas, national technical specifications for motor vehicle driving test centers; for driver examination for military and police forces on national defense and security duties, the Minister of National Defense and the Minister of Public Security stipulate.
(4) A driver's license that is exchanged, reissued, or upgraded will retain the points of the previous driver's license before the exchange, reissue, or upgrade.
(5) The person with the authority to impose administrative penalties also has the authority to deduct driver's license points.
(6) The Government of Vietnam provides detailed regulations on (1); prescribes the order, procedures, and authority for point deduction and point restoration, and the roadmap for implementing these regulations.
The Minister of Public Security provides detailed regulations on (3).
The driver's license is valid within the territory of Vietnam, including:
- Driver's licenses issued by competent authorities of Vietnam;
- International driving permits and national driving licenses appropriate for the type of vehicle permitted to be driven, issued by countries that are members of the United Nations Convention on Road Traffic 1968 (hereinafter referred to as the Vienna Convention);
- Driving licenses appropriate for the type of vehicle permitted to be driven, issued by countries or territories with which Vietnam has signed international treaties or agreements recognizing each other's driver's licenses;
- Foreign driver's licenses appropriate for the type of vehicle permitted to be driven, issued by countries recognized under international treaties to which the Socialist Republic of Vietnam is a member.
