From July 22, 2024, the regulations on the criteria for awarding the title "Meritorious Artist" will be applied in accordance with Article 8 of Decree 61/2024/ND-CP.

On June 6, 2024, the Government of Vietnam issued Decree No. 61/2024/ND-CP stipulating the awarding of the titles "People's Artist" and "Meritorious Artist."
From July 22, 2024, the regulations on standards for awarding the title of “Meritorious Artist” will be applied according to Article 8 of Decree No. 61/2024/ND-CP with the following content:
The title of “Meritorious Artist” shall be awarded to individuals specified in Clause 2, Article 2 of Decree No. 61/2024/ND-CP who meet the following standards:
(1) Loyal to the Fatherland; complying well with the policies and guidelines of the Communist Party, and the regulations and laws of the State; the rules, regulations, and policies of their agencies, organizations, and localities.
(2) Possessing good moral character, exhibiting exemplary behavior in life, being dedicated to their profession; having outstanding artistic talent in their field, being honored in their cultural or artistic profession; having good professional reputation; being committed to serving the people, and being recognized and admired by colleagues and the public.
(3) Having a continuous or cumulative period of professional activity in the field of culture and arts of 15 years or more or 10 years or more for circus and dance arts.
(4) Meeting one of the following criteria:
(i) Having at least 02 National Gold Awards, of which at least 01 National Gold Award is an individual award.
The individual’s National Gold Award or the award from films, programs, performances, or acts can be converted and calculated for personal achievements as specified in Appendix II attached to Decree No. 61/2024/ND-CP.
International awards for individuals or from films, programs, performances, or acts will be reviewed and documented by professional agencies under the Ministry of Culture, Sports, and Tourism to convert for calculating individual achievements in accordance with Appendix II attached to Decree No. 61/2024/ND-CP.
(ii) Having at least 01 National Gold Award and 02 National Silver Awards, of which at least 01 National Gold Award is an individual award.
The individual’s National Gold Award or awards from films, programs, performances, or acts can be converted and calculated for personal achievements as specified in Appendix II attached to Decree No. 61/2024/ND-CP.
International awards for individuals or from films, programs, performances, or acts will be reviewed and documented by the professional agencies under the Ministry of Culture, Sports, and Tourism for conversion to calculate individual achievements in accordance with Appendix II attached to Decree No. 61/2024/ND-CP.
The conversion rate of National Silver Awards for individuals or from films, programs, performances, or acts is calculated similarly to the conversion rate of National Gold Awards.
(iii) In cases where there is no individual National Gold Award, there must be at least 03 National Gold Awards converted for the individual as specified in Appendix II attached to Decree No. 61/2024/ND-CP.
The individual’s National Gold Award or awards from films, programs, performances, or acts can be converted and calculated for personal achievements as specified in Appendix II attached to Decree No. 61/2024/ND-CP.
International awards for individuals or from films, programs, performances, or acts will be reviewed and documented by professional agencies under the Ministry of Culture, Sports, and Tourism for conversion to calculate individual achievements in accordance with Appendix II attached to Decree No. 61/2024/ND-CP.
(iv) Having at least 02 National Gold Awards for musical works or photographic works.
The conversion of national gold awards for musical works or photographic works is calculated according to the rate stipulated in Appendix II attached to Decree No. 61/2024/ND-CP.
International awards for musical works or photographic works will be reviewed and documented by professional agencies under the Ministry of Culture, Sports, and Tourism for conversion to calculate individual achievements as specified in Appendix II attached to Decree No. 61/2024/ND-CP.
(v) Having outstanding contributions, exceptional artistic talents, not meeting the criteria under (i), (ii), or (iii) but approved and recommended by various councils to the Prime Minister of Vietnam for consideration and decision in any of the following specific cases:
Individuals who are elderly as defined in Article 2 of the Elderly Law; have increased professional artistic activity for 10 more years than stipulated in (3); have made many outstanding contributions in their honored art form, especially during the periods of national resistance;
Individuals who have increased professional artistic activity for 10 more years than stipulated in (3); have made many outstanding contributions in their honored art form; still actively participating in professional art performances, serving political activities at the provincial, city, ministry, and national levels;
Individuals who have increased professional artistic activity for 10 more years than stipulated in (3); have made many outstanding contributions in their honored art form; still actively participating in professional art performances in the form of symphonic music, opera, and musical drama;
Individuals who are teachers, lecturers at professional cultural and art training institutions; directly training at least 03 students, of which at least 02 students have won national Gold Awards and 01 student has won a national Silver Award in national or international art competitions (International student awards will be reviewed and confirmed by the professional agencies of the Ministry of Culture, Sports, and Tourism for calculation of achievements for teachers, lecturers), still actively participating in professional art performances and have made many outstanding contributions in their honored art form, or have increased professional artistic activity for 10 more years than stipulated in (3), made many outstanding contributions in their honored art form, still actively participating in professional art performances, serving political activities at the provincial, city, ministry, and national levels.
