New Regulations on Conditions for Establishing Schools

To be specific:

The school shall be established when the following conditions are met:

- There is a Scheme for establishing the school in accordance with the socio-economic development planning and the educational institution network planning approved by the competent state authority;- The Scheme for establishing the school clearly defines the objectives, tasks, programs, and educational content; land, facilities, equipment, location for the planned construction of the school, organizational structure, resources, and finance; strategic orientation for building and developing the school.

The school shall be allowed to operate in education when the following conditions are met:

- There is a decision to establish or a decision to allow the establishment of the school;- There are land, school premises, facilities, and equipment that meet the requirements for educational activities;- The location for the school ensures an educational environment and safety for learners, teachers, and staff;- There are educational programs and teaching materials as prescribed, suitable for each level and type of education;- There is a team of qualified teachers and management staff, adequate in number, and consistent in structure to ensure the implementation of educational programs and conduction of educational activities;- There are sufficient financial resources as prescribed to ensure the maintenance and development of educational activities;- There are regulations on the organization and operation of the school.

Within the prescribed period, if the school meets the above conditions, it shall be permitted by the competent authority to operate in education; upon the expiration of the prescribed period, if the conditions are not met, the decision to establish or the decision to allow the establishment shall be revoked.
