New Regulations on Authorization for Cooperatives Registration

On April 08, 2019, the Ministry of Planning and Investment issued Circular 07/2019/TT-BKHDT amending and supplementing certain provisions of Circular 03/2014/TT-BKHDT, which provides guidance on the registration of cooperatives and policies for reporting on the operation status of cooperatives.

According to the provisions of Circular 07/2019/TT-BKHDT, the registration of cooperatives can be carried out through an authorized person. In this case, the authorized person must submit a valid copy of one of the following documents:

- For Vietnamese citizens: Citizen Identification Card, or People's Identity Card, or valid Vietnamese Passport.- For foreigners: Valid foreign passport, or document that replaces a valid foreign passport.- A valid copy of the service provision contract with the organization providing the service for submitting the application and receiving results, along with the introduction letter from the organization for the individual to submit the application and receive results; or- Authorization document for an individual to submit the application and receive results in accordance with the law. This document is not required to be notarized or authenticated.

Refer to the relevant regulations in Circular 07/2019/TT-BKHDT which came into effect on May 28, 2019.
