Regarding this issue, LawNet would like to answer as follows:

On October 4, 2023, the Politburo issued Regulation 124-QD/TW on the annual review, assessment, and quality ranking of collectives and individuals in the political system.

Annual quality ranking criteria for collectives and individuals in the political system in Vietnam

Specifically, the annual quality ranking criteria for collectives and individuals in the political system at each level are specified as follows:

(1) Completed the task excellently

As a collective and individual with many outstanding achievements; is a typical example for other groups and individuals to learn from and follow; All evaluation criteria are "Good" or better; in which the criteria for the performance of assigned tasks during the year (for collectives) and the results of performing assigned responsibilities and tasks during the year (for individuals) are all evaluated as "Excellent" by specific products.

- For collectives: No affiliated organizations or members of the leadership or management collective have been disciplined.

- For individuals: Complete 100% of targets and tasks according to the plan or assigned work on schedule, ensuring quality and efficiency; of which at least 50% of targets and tasks were exceeded.

- For leaders and managers: in addition to general standards, they must be truly exemplary in terms of political ideology, ethics, lifestyle, manners, working methods, and sense of discipline; Localities, agencies, units, divisions, and fields that they are directly responsible for complete all targets and tasks, of which at least 50% of basic targets (tasks) are exceeded; 100% of agencies and units under direct leadership and management are classified as completing their tasks or better, of which at least 70% of units are classified as completing their tasks well or better.

- Competent authorities consider and decide that the number of collectives and individuals classified as "Excellent completion of the task" does not exceed 20% of the number classified as "Completed the task well" for each group of subjects with similar positions, roles, functions, and tasks.

(2) Completed the task well

As a collective or individual, the criteria are assessed as "Average" or higher, including the criteria for performance of assigned tasks during the year (for collectives), results of performance of responsibilities, and tasks assigned during the year (for individuals), which are all evaluated as "Good" or better with specific products.

- For collectives: No affiliated organizations or members of the leadership or management collective will be disciplined (except in cases where the consequences are self-discovered and remedied).

- For individuals: Complete 100% of targets and tasks according to the plan or assigned work on schedule, ensuring quality and efficiency.

- For leaders and managers: In addition to general standards, they must be exemplary in terms of political ideology, ethics, lifestyle, manners, working methods, and sense of discipline; localities, agencies, units, divisions, and fields that they are directly in charge of completing all targets and tasks, of which at least 80% of the assigned work is completed on schedule, ensuring quality; 100% of agencies and units under direct leadership and management authority are classified as having completed their tasks or higher.

(3) Completed the task

As a collective or individual with basic criteria assessed as "Average" or higher with a specific product.

- For the collective

No affiliated organization or member of the leadership or management team has been disciplined (except in cases where the consequences were discovered and remedied).

- For individuals: All assigned tasks are completed, with no more than 20% of the criteria not ensuring quality and progress.

- For leaders and managers

In addition to general standards, they must be exemplary in political ideology, ethics, lifestyle, manners, working methods, and sense of discipline; Localities, agencies, units, divisions, and fields that they are directly responsible for have completed over 70% of targets and tasks; At least 70% of agencies and units under direct leadership and management authority are classified as completing their tasks.

(4) Failure to complete the task

Are groups and individuals with evaluation criteria at the "Poor" level or in one of the following cases:

- For organizations, agencies, and units

+ There are affiliated units that have incidents of corruption, waste, negativity, or other violations that are disciplined according to Party regulations and State laws.
(except in the case of self-discovery and remediation of the consequences).

+ Only completed less than 50% of the targets and tasks according to the program and plan assigned and approved by competent authorities during the year and had major targets that did not meet the assigned plan (except for force majeure cases).

+ The collective leadership and management are disciplined, or more than 20% of the affiliated units are disciplined during the year.

- For collective leadership and management

+ Being evaluated by competent authorities and concluding that there is internal disunity; there are members who have degraded in political ideology, morality, lifestyle, "self-evolution" and "self-transformation".

+ Localities, organizations, agencies, and units directly led and managed by them only complete less than 50% of the targets and tasks assigned and approved by competent authorities in the year, and there are major targets that do not meet the assigned plan (except in cases of force majeure).

+ Being disciplined or a member being disciplined within the year (except in cases where the consequences are self-discovered and remedied).

- For individuals

+ Being concluded by competent authorities that there are signs of deterioration in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violating what party members are not allowed to do; violating the responsibility to set an example; negatively affecting the reputation of oneself and the agency or unit where one works.

+ More than 50% of the criteria on task performance results during the year were assessed as not being completed.

+ There are over 50% of low confidence votes at the confidence vote collection period as prescribed in the evaluation year.

+ Be disciplined during the year of assessment (except in cases where the consequences are self-discovered and remedied).

- For leaders and managers: the locality, agency, unit, division, or field under their direct responsibility has completed less than 70% of the assigned targets and tasks or is classified as not completing the tasks; or agencies, units, or individuals under their direct leadership and management are involved in corruption and negativity and are disciplined according to Party regulations and State laws (except in the case of self-discovery and remediation of the consequences).

- In cases where a collective or individual has shortcomings or violations that occurred in the previous year or at a previous time, but at the time of the assessment and classification year, the competent authority decides to take disciplinary action or a collective or individual is subject to a decision by a competent authority to aggravate the disciplinary action during the year of assessment and classification, the superior party organization has authority based on the form of discipline, content, motive, nature, extent, consequences, causes of violations, and specific circumstances to consider, evaluate, and reclassify at the time the defect or violation occurs.

- In cases where an individual has shortcomings or violations that occurred at the old agency or unit but is disciplined at the new agency or unit transferred to it, they will be included in the evaluation and ranking results of the old agency or unit (No responsibility will be imposed on the new agency or unit.)

- In case an individual has shortcomings or violations occurring in both the old agency or unit and the new agency or unit and he/she is disciplined and enforced discipline in old agencies and units and newly transferred agencies and units, the disciplinary action shall be included in the evaluation and ranking results according to the time of determining the violation at each agency or unit.

Regulation 124-QD/TW replaces Regulation 132-QD/TW and takes effect from the date of signing.
