Recently, Hanoi has issued Decree 115/2020/ND-CP on the recruitment, employment, and management of Vietnamese officials.
New regulations on 03 steps for organizing the recruitment of Vietnamese officials
Specifically, Article 15 of Decree 115/2020/ND-CP stipulates the recruitment process as follows:
Step 1: Establish a Recruitment Council determined by the head of the agency or unit with recruiting authority.
Step 2: Establish a Registration Review Committee, as decided by the Chairman of the Recruitment Council, within 5 working days from the date of forming the Recruitment Council.
If the applicant does not meet the recruitment conditions and standards, the Recruitment Council, within 5 working days from the date of completing the registration review, must send a written notice to the applicant at the address provided.
Step 3: Organize the recruitment examination/selection
1. Organize the official recruitment exam:
- Organize the first round of the exam:
If the recruiting authority conducts the first round of the exam on a computer, the results must be announced immediately upon completion. No re-evaluation will be conducted for the computer-based exam results.
If the first round of the exam is conducted on paper, the grading must be completed:
If there are re-evaluation requests, the re-evaluation results must be completed and announced within 15 days from the last day of receiving re-evaluation requests.
Based on the actual conditions during the grading process, the Chairman of the Recruitment Council may extend the deadlines mentioned above, but the total extension period should not exceed 15 days.
- Organize the second round of the exam:
Within 5 working days from the end of the first round of grading, the Recruitment Council must finalize and announce the list of candidates eligible for the second round, posting it on the electronic information portal or web portal and at the office of the recruiting authority.
The second round of the exam must be conducted within 15 days from the date of summoning the candidates.
If the second round is a written exam, the grading and re-evaluation will follow the same regulations as mentioned above. No re-evaluation will be conducted for the interview or practical test results of the second round.
2. Organize the official selection:
Within 5 working days from the date of completing the first-round eligibility check, the Recruitment Council must finalize and announce the list of eligible candidates for the second round of the selection, posting it on the electronic information portal or web portal and at the office of the recruiting authority.
The second round of the selection must be conducted within 15 days from the date of summoning the candidates as per the regulations in point c clause 3 of this Article.
