- Ministries, central authorities, and local authorities shall direct the identification of proposals for orders and approval of national-level science and technology (S&T) tasks within their assigned management scope.- The identification of proposals for orders and the approval of S&T tasks must align with the orientation and schedule for the annual S&T planning as guided by the Ministry of Science and Technology.- For proposals for orders of S&T tasks that do not fall within their management authority, ministries, central authorities, and local authorities should proactively transfer them to other relevant ministries, central authorities, and local authorities suitable to their assigned management field.
