New Points on the Appraisal and Approval Process of the National Industrial Promotion Plan

Circular 17/2018/TT-BCT issued by the Ministry of Industry and Trade on July 10, 2018, stipulates some new points in the process of appraising and approving the national industrial promotion plan.

For projects registered by the Department of Industry and Trade and projects by other entities implemented on the scale of a province or centrally administered city:

- The provincial Industrial Promotion Center and other entities shall prepare project documents as stipulated in Clause 1, Article 10 of this Circular or the National Industrial Promotion Plan Registration Form according to Form No. 16 of Appendix 1 issued together with this Circular (for subsequent years following the initial project year) and submit them to the Department of Industry and Trade.- The Department of Industry and Trade shall organize the grassroots-level appraisal of the projects through the appraisal council or a working group as decided by the Director of the Department of Industry and Trade. After the appraisal, projects shall be consolidated according to Form No. 2 or Form No. 14 of Appendix 1 issued together with this Circular along with the project documents or the National Industrial Promotion Plan Registration Form and sent to the Department of Local Industry for ministerial-level appraisal; simultaneously, the list of projects and tasks shall also be submitted to the Provincial People's Committee for reporting;

For projects and tasks registered by regional National Industrial Promotion Centers and projects by other entities implemented on the scale of multiple provinces or centrally administered cities:

- Regional National Industrial Promotion Centers and other entities shall review and evaluate projects and tasks according to the contents stipulated in Article 9 of this Circular. The evaluation results shall be consolidated and submitted along with the project documents or the National Industrial Promotion Plan Registration Form (for primary projects) to the Department of Local Industry for ministerial-level appraisal.

Additionally, ministerial-level appraisal is regulated by Circular 17 as follows:

- The Department of Local Industry shall organize the ministerial-level appraisal of projects and tasks through the appraisal council or a working group as decided by the Director General of the Department of Local Industry. The Director General of the Department of Local Industry may decide to invite experts and specialized staff for consultation in the selection of projects and tasks during the appraisal. After the appraisal, projects and tasks shall be consolidated into the national industrial promotion plan.
